摘要
改革开放以来,中国日益成为有着重要影响力的世界大国。当今世界的中国比以往
任何时候都更需要有独具中发展过程中凸显的各
种矛盾和问题。在此背景下,“和谐世界”理念应运而生。“和谐世界”外交理念是以胡
锦涛总书记为代表的新一代中央领导集体对我国外交政策的新概括,是指导我国外交工
作的新方针。它吸取了“和而不同”、“兼爱”、“非攻”等中国几千年传统文化精髓,以
“民主、和睦、公正、包容”为内涵,是对“和平共处五项原则”、邓小平“和平与发
展”理论及江泽民外交思想的继承与发展。指导外交方向的“和谐世界”与内政领域的
“和谐社会”互为表里,共同构成了新时期我国战略指导思想的核心内容。当前世界形
势不断发展变化,和平大环境得到有效改善,世界各国对美式民主模式的再思考,非洲、
拉美以及“金砖四国”等广大发展中国家重新焕发生机与活力,这些都为和谐世界的实
现创造了现实可能性。但由于全球环境恶化、贫富差距变大、文明冲突加剧、恐怖主义
盛行、核武器威胁等问题,给和谐世界的构建制造了一些障碍。为此,我们必须遵循:
坚持多边主义、树立新安全观、建立国际政治经济新秩序、尊重文明多样性等几大基本
原则。积极构建同美国、欧盟、俄罗斯等世界重要国家及地区的和谐关系,营造睦邻和
谐环境。以构建和谐世界的实际行动为契机,全面驳斥“中国威胁论”。全面推动建设
和谐世界,既是我们坚持走和平发展道路的必然要求,也是我们实现和平发展的重要条
件。我们愿与世界各、共同繁荣的和谐世界。

Abstract
Since implementation of the reform and opening-up policy, China is increasingly turning
into the super power in the world with its great influence. Current China is in great need of
Chinese Characteristic foreign strategy more than any time in the past to solve all kinds of
remarkable contradictions and issues during the peaceful development. Under the background
comes the idea of “harmonious world” with the tide of fashion. “Harmonious World”
diplomatic idea is the new conception for diplomatic policy of China put forward by new
generation of central collective leadership represented by Hu Jintao, the general secretary of
mittee of munist Party, which is the new guideline for diplomatic work.
