摘要
快速的城市化进程是当今中国城乡建设最鲜明的特征之一,城乡发展造成的诸多
问题也越来越受到社会各界的重视。城乡结合部作为“农村之首,城市之尾”的过渡
地区,受城市集聚效应和扩散效应的双重影响,是城市化进程中的某种“半成品”,
变迁情况反映了中国城市快速城市化的转变过程。生活在其中的农民是典型的“过渡
人”,他们当前的状况正体现着中国农民从农业社会向工业社会、由乡村向都市过渡
的特征,他们所面临的问题也是我国广大农村地区大部分农民正在或者即将面临的问
题的缩影。城乡结合部地区作为我国城乡发展过程中诸多问题的集聚地,是城乡统筹
发展的关键。
在这个快速发展的特殊时期,如何推动农村转型,实现城乡科学、协调的发展,
改正以前片面的就城市论城市、就农村论农村的规划设计理念,是需要认真研究和探
索的课题。本文以时间为轴,对城乡结合部的发展历程及其农地关系的演变趋势进行
了研究,按照构建社会主义新农村的要求,结合国内外城乡研究的最新方法和成果,
综合运用社会学、经济学、城市规划学及建筑学等相关知识,对城乡关系影响下的城
乡结合部的农民问题、土地问题及农民与土地的矛盾进行剖析,有针对性的提出了应
当将城乡结合部放入城乡体系进行整体研究、以城乡统筹的方法开展城乡结合部新农
村规划建设的理念,并在此基础上就如何解决城乡结合部地区的农民问题和土地问题
以及对新农村建设的发展策略进行研究。

Abstract
Nowadays, the rapid development of urbanization has e one of the most distinct
characteristics in urban and rural construction of China. The problems caused by Urban and
Rural development have attracted more and more attentions of society. As the transition
region between city and countryside,Urban-rural fringe area is affected by the centralization
and decentralization mechanism. It has been one kind of Semi-finished products in the
progress of urbanization, and the transformation reflects the process of the rapid
development of urbanization in China. Peasants living in the area are in the typical
“transitional” state, whose current situation gives an expression of the Characteristics of the
transition for Chinese Peasants’life not only from agricultural society to industrial
society ,but also from countryside to cities. The problems they faced can be represented the
problem which the most of the farmers are dealing with or going to face in vast rural areas
of our country. As the the recipient of the problems in urban and rural development,
Urban-rural fringe area is really important to Integrated Development Strategy of Urban
and Rural Areas.
