摘要
20 世纪 90 年代以来,文化产业以其独特的魅力和惊人的成长速度吸引
了全世界的目光。越来越多的国家开始将文化产业视为一种战略产业,加以
谋划和推动。时至今日,文化产业在一些发达国家,已经成为一项重要的支
柱产业,不仅推动着本国经济的发展,而且提升了国家参与世界竞争的“软
实力”。从前景上来看,大力发展文化产业,已经成为全球发展的大趋势。
本文运用了产业经济学理论中的边际效用递减规律,规模经济和范围经
济分析理论以及进入退出壁垒等理论和政府规制理论,对哈尔滨市文化产业
现状进行了系统的分析。指出我市文化产业多业并举的格局已初具规模并具
有相应的比较优势,兼有良好的政策环境支持,在文化消费激增的前提下,
为文化产业的发展提供了新思路。同时也指出我市文化产业缺乏规模经济和
范围经济,文化产业还存在进入退出壁垒都较高的弊端,且政府规制与现实
之间的诸多矛盾,都导致了低效率的存在。由于哈尔滨市与长沙市具有很多
可比性,同是经济欠发达地区,而后者文化产业的产值和增加值均在全国处
于领军地位,故本文将哈尔滨市文化产业发展状况与长沙市进行了对比分
析。在此基础上,综合分析了哈尔滨市文化产业发展的现状,指出哈尔滨市
文化产业观念的滞后、产业意识的淡薄、体制不健全和没有良好的发展环
境,这一切都制约着是我市文化产业的发展。
在前面理论分析的基础之上,从积极推进文化体制改革、盘活国有资产
和提高文化产业竞争力三个角度出发,有针对性地提出了促进哈尔滨市文化
产业发展的对策建议。

Abstract
Since 1990's, culture industry has attracted the whole world sight with it's
particular charm and quick and more countries begin to promote
culture industry as one kind of strategic industry. At the present time, being a
main industry in some developed countries, culture industry not only promots the
native economy,but also advances the petitive capability. From
long views, developing culture industry energetically has ed the global
tendency.
This article utilizes the magrginal utility descending rule of industrial
economics theory, the analytic means of scale economy and regional economy
and the theory of bastion and government control, analyzes the current situation
