摘要
当今世界,随着经济全球化和贸易自由化的发展,传统的关税壁垒和非关税壁垒的作用日益的减弱,与此同时,随着世界经济的发展,人们对于大自然造成的污染也越来越严重,生态平衡遭到破坏,人们开始意识到保护环境的重要性,绿色消费就成为当今世界的主流,发达国家正是顺应这一时代潮流,以保护环境和资源为理由,提出了旨在保护国内市场的绿色贸易壁垒。我国是一个发展中国家,又是一个农业大国,农业在我国占据很重要的地位。由于长期忽视环境保护,环境保护水平低,技术落后,使我国的农产品出口频频遭遇绿色贸易壁垒的限制,给我国的农业发展和国民经济的发展带来严重的负面影响。
本文正是在我国农产品出口遭遇绿色壁垒的背景下,首先介绍了绿色贸易壁垒的含义、特征和表现形式,着重分析了绿色贸易壁垒产生作用的机制,即数量控制机制和价格控制机制,为以后的分析打下良好的理论基础;然后分析了我国遭遇绿色壁垒的原因,环境意识淡薄、生产经营方式落后、法律法规体系不健全等;接着分析了绿色贸易壁垒对我国农产品出口的影响,其中最主要的就是分析绿色贸易壁垒的负面影响,影响我国农产品的出口竞争力,影响出口市场范围,影响我国农产品的出口增长速度等;最后也是本文的重点就是针对以上的分析,从政府宏观层面,发展生态农业、绿色农业、加强法律法规的建设等,行业组织中观层面,建立预警机制,加强行业自身建设等,企业微观层面,发展绿色食品,开展绿色营销等多种途径,这三个方面来提出我国应对绿色贸易的切实有效的措施。
