摘要
历史街区保护改造是中国历史文化名城保护和发扬传统文化的重要内容和组成
部分,它是涉及到经济、环境和社会等多方面的复杂系统工程,但在实际的保护改
造中却常常以经济效益为最终目标对保护改造方案进行筛选,从而造成在环境和社
会方面难以达到理想的效果,所以对历史街区保护改造方案进行科学评价具有重要
意义。
论文探讨了历史街区保护改造及其评价方法的历史演变,分析了历史街区保护
改造的经济效益、环境效益和社会效益,论述了历史街区保护改造评估要点,指出
了效益、效用和福利三者之间的关系,研究了效用理论在历史街区保护改造评价和
决策中的适用性。
论文论述了效用理论基本原理,分析了历史街区保护改造的评价主体、内容和
风险类型,提出了历史街区保护改造方案评价的目标函数,并提出方案优化流程。
论文构建了基于效用理论和多属性群决策理论的历史街区保护改造方案评价指
标体系,构建了基于确定性指标、模糊性指标和随机性指标三类指标基础上的指标
效用函数,运用层次分析法对指标进行赋权,在多属性决策理论基础上提出了综合
效用和综合效用度量化模型。
最后运用效用评价模型,结合潮州市牌坊街保护改造项目,对历史街区保护改
造方案进行了效用评价,在效用评价结果基础上,针对敏感指标和参数论文做了不
确定性分析,最后提出了方案和模型的优化建议。

Abstract
Historical area conservation and renovation is important content and part of China's
historical cities conservation and Chinese traditional culture carrying forward. It is a
complicated system engineering that involves economy, environment and society. But
actually we always screen schemes based on economic benefits. Thus environment and
social benefit is not satisfying. Therefore scientific evaluation of conservation and
renovation schemes has important significance.
This paper has discussed evaluation method and process of historical area. economic
benefit, environmental benefit and social benefit of historical area conservation and
renovation prehensively analyzed, discusses main point of evaluation historical area
conservation and renovation, points out relationship among benefit, utility and welfare.
Suitability of utility theory used in historical area conservation and renovation has been
studied.
This paper elaborates the utility theory basic principle, analyzes the evaluation subject,
content and risk type of the historical area conservation and renovation, Then proposes
objective function of evaluation historical area conservation and renovation, proposes
optimization flow of scheme.
