摘要
党的十六届五中全会提出了建设社会主义新农村的重大举措,提出实施以“生产发展、生活富裕、乡村文明、村容整洁、管理民主”为内容的新农村建设战略。乡村旅游因其广阔的市场前景,良好的经济效益、社会效益和生态效益成为推动新农村建设的一个重要途径,它是一项新型的旅游项目,是乡村发展与旅游活动的有机结合,对于增加农民收入、调整产业结构、改善村容村貌等具有重要的现实意义;同时,新农村建设也为乡村旅游的发展提供政策支持、商业环境和发展空间。
本文主要有六章内容组成,第一章是绪论,通过对研究的背景、意义和内容等的分析,对论文的框架结构有了大致的把握。第二章是文献综述。第三章分析河南乡村旅游与新农村建设现状,结合河南的实际情况,在一定理论的基础上提高了文章的可行性。第四章、第五章是论文的重点,第四章是案例研究,引用河南栾川重渡沟、漯河临颍南街村和信阳茶文化节三个案例,分析总结其在乡村旅游促进新农村建设方面的经验。第五章研究乡村旅游促进河南新农村建设的举措,着重分析了应当坚持的原则,存在的问题以及相应的对策。

Abstract
The Fifth Session of the Sixteenth mittee of the CPC put forward the significant action of new village construction, and came up with the measures of new village construction, whose content are “expanded production, living in plenty, civilization countryside, neatness country visage, democratic management”. Rural tourism has became one of important ways to realize new village construction, because of extensive market prospect,favorable economics effects, social effects, ecological benefit. Rural tourism is a new project, dynamic integration between rural development and tourism activities, which can increase peasants’ e, adjust industry structure, improve country visage. At the same time, new village construction provide rural tourism with policy support, business environment and development space.
This article poses of six chapters. The first chapter is the introduction, Through the topics of content, background and significance analysis, we grasp the structure of papers. The second chapter is literature review. The third chapter is the status of Henan rural tourism and new countryside construction, with the actual situation in Henan Province.
