科技型中小企业创业期风险评价研究
摘要
中小企业是目前商业社会最多样化的企业模式,无数的企业在创业之初都属于中小企
业,但只有极少数可以发展壮大,乃至成为全球性的大企业。中小企业是我国国民经济的
重要组成部分,在中小企业中,科技型中小企业占相当大的比例,而且起着极其重要的作
用。在科技企业创业的过程中,由于其创业具有科技含量高、资金需求大、产品新颖、企
业高成长性、对管理人员素质要求高等特点,其创业的小确定性很大,创业的风险也就相
对较高。
本论题的研究旨在加强科技型中小企业创业风险的分析和识别,并在企业初创期风险
的控制、风险管理上给出系统的方案设计,以期改善科技型中小企业创业风险管理的现状。
这将促进我国科技型中小企业的创业及健康发展,因此,本论题的研究具有很强的理论价
值和现实意义。
本文以问卷调查的方式,对天津海泰绿色产业基地内企业进行调查及分析,对科技型
中小企业创业期主要问题进行了实证研究,主要着眼于企业发展尤其是创业期发展所面临
的问题,同时站在企业内部来观察企业处理这些问题的措施。通过实证研究发现资金短缺、
管理不规范和难于吸引和稳定有用人才是科技型中小企业在创业期最为突出的问题。其他
还存在产品无品牌效应、市场不成熟、无核心竞争力等问题。
针对该区域内科技型中小企业在创业期遇到的风险,本文从国家政策、法律法规风险、
技术风险、金融风险、信息风险及人力资源风险几方面提出了相应的风险应对策略和建议。
最后应用 AHP 法建立创业风险模型,对园区内一家典型科技型中小企业创业期风险进
行评价,并提出风险应对策略建议。

A STUDY ON RISK ASSESSMENT OF HIGH-TECH SMES
DURING ENTREPRENEURSHIP
ABSTRACT
The mid-small enterprise is the most diversiform model in the mercial
society. Most of the enterprises mence stage are the mid-small and fewness would be
growth up, even to be the biggest enterprise in the global world. The mid-small enterprise is the
important element of the national economy in our country. Most of the mid-small enterprises are
the nongovernmental-operated science and technological ones and they take effect very
important. During the process of venture of science and technology venture enterprises, the risk
is relatively high with great uncertainty, which is because it is technology and capital intensive
with innovative products.
The topic of this Subject is to strengthen risk analysis and identification, and the risk control,
the risk management systems are given on the program design, with a view to improving SME
business risk management status quo.
