摘要
随着经济的发展,我国城市规划在城市空间设计和土地利用等方面的问题日
益显现,城市规划受到了越来越多的批评。城市规划只有从社会政治经济等角度
认真分析各种批评的成因,进而采取切实有效的措施和办法,才能促使城市规划
回归其本质,从而引导城市和谐全面地发展。
在行政权力的严重干预下,城市发展脱离实际,片面强调经济效益,忽视了
城市的经济、社会、生态环境的整体协调,忽视了历史文化和名胜资源的挖掘与
保护,公众参与缺失,极大地破坏了城市规划的科学性和权威性。城市规划行政
决策体制不健全,监督机制不完善,是造成这种状况的主要原因。城市规划的工
具性和市场化,忽视本土规划理论和方法的创新,以及不成熟的公民社会缺少对
城市规划的影响和监督等,也是造成城市规划问题的原因。
以公共政策为视角重新审视和完善城市规划的诸多环节,继续深入改革城市
规划体制及其权力分配和运作,以知识、道德与公共精神为支撑点,加强城市规
划师群体的自身建设等是解决当前城市规划问题的有效对策。

Abstract
With the development of economy, the problems of China’s urban planning
have ing more and more prominent in the urban space design and land use, at
the same time, urban planning has received more and more criticism. Only we
analyze the reasons of the criticism from the perspective of socio-economic and
political, and take effective measures, does the urban planning can return to the
essence, and contribute to the harmonious development of the city.
On the one hand, because of the serious interference of the local government,
urban development deviated from reality, one-sided emphasis on economic
development, ignored the city's overall co-ordination of economic, social and
ecological environment, and neglected the excavation and protection of history,
culture and places of interest resources, besides that, lack of public participation had
greatly damaged the authority and science of urban planning. On the other hand,
unsound decision-making system, imperfect monitoring mechanism led to the
situation. In addition, market-oriented urban planning, ignoring innovation of the
local planning theories and methods, lack of the impact and supervision as well,
resulted in the problems of the urban planning.
Working from public policy perspective, we re-examine and improve the many
aspects of urban planning, and find that continuing to reform urban planning system
