摘要
城市规划管理信息系统作为地理信息系统(GIS)与城市规划行业相结合的产物,为城
市规划管理工作提供了快捷有效的信息获取手段和管理方法,从而不断提高了规划管理
工作的效率和水平。本文在深入研究城市规划管理信息系统相关技术的基础上,面向大
中城市的城市规划管理工作,提出了 GIS 技术在城市规划管理信息系统中的应用方案。
城市规划管理部门对城市建设单位具有用地审批权,行使城市规划管理中的“一
书两证”(建设项目选址意见书、建设用地规划许可证,建设工程规划许可证)的审批管
理职能,规划管理部门的日常业务工作正是围绕着这一审批管理职能展开的。本系统中
的所有地理空间数据及系统管理表存放到 Oracle10g 系统中,实现了全关系化方式的存
储,采用大型关系型数据库管理系统技术可以更高效地建立地理信息空间数据库。
城市规划管理部门在办公过程中,不仅要处理并依据大量的文本数据,如建设项目
申报表,相关批文,同时在审批过程中还要参考大量的图形数据,如总体规划、控制性
详规等。如何实现文本、空间数据的集成管理,实现办公自动化(Office Automation)与
GIS 真正做到界面、功能和数据的无缝集成和实现“图文一体化”的城市规划管理信息
系统也是本文研究的重点。
最后根据西安市浐灞生态区城市规划部门的需求,对城市规划管理信息系统的数据
库和系统功能进行了设计并且予以实现。

ABSTRACT
As bination of geographical information system (GIS) and urban planning, Urban
Planning Management Information System provide a quick and effective means of
information acquisition and management for urban planning and management, so as to
improve continuously the efficiency and level of planning and management work. Based on
the in-depth study related technology of urban planning and management information system,
oriented the urban planning and management work in big-medium cities, this paper proposed
applications of urban planning and management information system with GIS technology.
Department of urban planning and management have the power to approve land use for
urban construction units and implement approval and management functions of "a book and
two cards" (construction project site selection, construction land planning license,
construction project planning permit) in urban planning
