提升南通在长江三角洲地区的城市竞争力研究

摘要

在长三角区域一体化的大趋势下,南通面临着越来越多的发展机遇;但同时与长三角
其它城市的竞争也越来越激烈。因此全方位、多角度地分析、研究南通在长三角地区的城
市竞争力对于南通寻找差距、找准定位、明确目标、提高城市的综合发展水平具有极为重
要的意义。
文章首先运用一个科学地指标体系分析了南通目前的城市竞争力状况,指出南通最大
的优势是区位的优势;南通最大的劣势是结构的劣势。南通为了谋求更好的发展、在与其
它城市的竞争中占据主动,必须尽快构筑和提升自身的城市竞争力。文章认为,要快速有
效地提升南通的城市竞争力必须注意以下三个方面:
首先南通必须增强政策对南通经济增长的驱动力。南通要积极推进行政管理体制改
革;要调整优化所有制结构;要建立健全现代市场体系;要推进财税和投融资体制改革;
要以完善产权制度和构建现代公共服务体系为核心,继续推进企事业单位制度创新。
其次南通必须增强南通经济发展的内动力,这是提升南通城市竞争力最重要的战略。
南通必须大力实施“以港兴城”战略;必须完善现代化的基础设施体系建设;要优化南通
的产业结构;要主动接受上海经济发展对南通的辐射;要加快南通的城市化步伐;要深入
实施科教兴市和人才强市战略;要对外大力营销南通;要全面提升对外开放水平;要构建
资源节约型、环境友好型城市。
最后南通必须增强需求对南通经济发展的拉动力。

RESEARCH OF PROMOTING THE PETITION
ABILITY OF NANTONG IN THE DELTA REGION AT
YANGTZE RIVER

ABSTRACT

Under the big trend that grows the integral whole of the triangle district to turn, the city of
Nantong faces more and more developments at the same time petition of
triangle and other cities also es more and morevigorous. Therefore it is very necessary
for Nantong to study its petition ability in the triangle region.
The article makes use of an index sign of a scientific system to analyze a current city
competition ability condition first, pointing out that the best advantage is the advantage of the
niche and the worst situation is a structural bad situation. Seeking the better development and
occupying with petition of other cities actively, Nantong must construct and promote the
petition ability of its own as soon as possible.
The article thinks that Nantong must strengthen the policy to increase the economy first so
that petition ability can promote quickly and city must push forward the
administration management system reform actively, adjust the structure, build up the sound
and modern
