市政道路建设项目质量控制研究

摘要
近年来,随着国家的日益强盛,经济社会的不断发展,市政建设项目越来越
多,规模越来越大,质量控制作为市政工程运行中最关键和最核心的工作任务,
目前已成为市政工程建设过程中社会各界所关注的焦点。
市政建设项目是公益性的建设项目,是保障我国社会生产、经济发展和人民
生活的基础。因此,本文从市政工程特点入手,基于目前市政道路建设项目质量
控制面临的主要问题,分析了影响市政道路建设项目质量控制的 4M1E 因素,研究
了市政工程项目全过程的质量控制方法,并提出了运用层次分析法来评价工程质
量,同时,还以呈贡新城北中央大道延长线施工项目为实际案例,来分析说明市政
道路建设项目的质量控制过程和方法。
本文着重研究分析了市政工程项目的质量控制,研究结果表明: 市政道路建
设项目是政府投资建设的公益性项目,其建设具有复杂程度高、不确定因素多、
政治性强、环境依赖大等显著特点;4M1E 因素是影响市政道路建设项目的主要
因素,4M1E 法适用于市政道路建设项目质量控制的全过程; 层次分析法对 4M1E
因素进行评价,可以评价该方法的有效性和准确性。以呈贡新城北中央大道延长
线施工项目为实例来研究市政道路建设项目的质量控制过程,并应用层次分析法
对该施工项目的质量控制进行评价,量化评分的评价结果说明运用层次分析法可
以准确和有效地评价市政道路建设项目的质量控制。通过对市政道路建设项目的
研究分析,提高了政府投资项目的质量监督和管理能力,对市政道路建设的质量
控制具有一定的借鉴意义和参考价值。

ABSTRACT
With the development of china’s economics, the number of municipal
construction projects has been increased year by year. For these large scales of project,
quality es to be more and more important during construction and
operation process.
Municipal construction can be considered as public welfare in terms of its social
and economical functions to our society. In the paper, I will point out the major
problems of quality controlling of projects by analyzing the characteristics of
municipal construction. Also I will give 4M1E factors on project quality controlling
which can affect the whole project quality, and then we can analysis the method of
quality controlling by using Analytical Hierarchy Process.
The Characteristics of municipal construction project can be concluded as highly
complexity, highly uncertainty, political powerful and reliability on external
factors are main factors which can affect the whole process of
project quality controlling accurately and efficiently. The north metro of Chenggong
