文档介绍：华中科技大学硕士学位论文城市群府际管理模式研究——以长株潭城市群为例姓名:傅永超申请学位级别:硕士专业:行政管理指导教师:徐晓林20070530I华中科技大学硕士学位论文摘要城市群府际管理问题一直是中国城市群难以形成聚合优势的最大桎梏。政府间关系问题在西方经过三个阶段的发展,形成了比较成熟的府际管理理论,结合西方府际管理理论和实践经验分析,中国城市群府际管理主要有区域城市群府际管理模式、跨省域城市群府际管理模式和省域内城市群府际管理模式三种不同性质的模式。由于城市群经济诉求、政治绩效竞争与政府伙伴关系所形成的基础动力、反动力和耦合动力,三者共同构建起城市群府际管理的动力机制,形成对各城市政府间合作的诉求和表达。城市群协调发展的关键在于建立基于合作契约的府际管理公共政策框架,避免相互之间非合作博弈的低效率纳什均衡,争取城市群内城市在竞争中的多赢。结合中国特殊的公共管理体制,通过考察国外府际合作的基本模式,形成了独立机构模式、多方联合模式、项目管理模式三种城市群府际管理的组织设计方向。基于城市群的独特性和历史背景差异,长株潭城市群作为省域内城市群有较好的政府合作历史,但是由于存在政治绩效竞争、经济人部门、发展差距和合作落后等阻碍府际管理的原因,造成长株潭城市群发展缓慢,合作不力,根据城市群府际管理的组织设计的设计原则,建立长株潭城市群以政务、经济、生态和信息四大平台为基础的网状政府合作模式,其中特别强调从制度设计的角度来制约政府的毁约和不合作行为,要求城市群政府间合作必须由以“法规、监督、激励”思想为核心的制约体制来保证实施。关键词:城市群;府际管理;长株潭II华中科技大学硕士学位论文AbstractThe problem of intergovernmental management in urban cluster has e a big shackle to converge dominance. The relationship among governments has formedtheories of intergovernmental management through three development management in urban cluster in China includes management mode in area urban cluster, urban cluster across provinces and provincial urban cluster based on western related theories and practice. The dynamical mechanism has been built by basic drive, verse dive and coupling which have been formed byurban cluster economical development, political petition and government relationship. The key to harmonious development is to build the frame of public policy on intergovernmental management based on cooperation as to avoid low efficiency of Nash Equilibrium. The direction to design intergovernmental anization is to form independent framework mode, mass united mode and item management mode through westernexperience. As characteristic and unique history, Changsha-Zhuzhou-Xiangtan Cluster enjoys good government relation history. However, the cooperation amongChangsha-Zhuzhou-Xiangtan Cluster has slowed down for political petition, economical department and gap of development.
