高科技产业技术标准竞争策略研究

摘要

随着社会经济的发展,科学技术突飞猛进,技术标准越来越被人们
所关注。无论是对于技术本身,还是经济贸易,技术标准的作用均举足
轻重。技术标准的竞争很大程度上已经成为国家与国家、企业与企业之
间竞争的主要表现形式,尤其是标准成为国际贸易游戏规则的一部分和
产品质量仲裁的准则,更使得许多国家千方百计地在国际标准化活动中
争取主动权、发言权,并竭力在国际标准中反映本国的要求,体现本国
经济利益。
本文从技术标准的概念和内涵切入,深入探究提高高科技产业竞争
力的技术标准竞争策略。文章首先从基本概念出发,引出技术标准这一
主题,分析了技术标准的经济学机理,结合 2005 年度 WTO《世界贸易报
告》和中国政府向 WTO 提交的 2005 年度提案《标准化中的知识产权问
题》,深度剖析了技术标准与竞争力、技术标准与技术性贸易壁垒 TBT、
技术标准与知识产权三者的关联。
在详细介绍发达国家技术标准战略及其动因之后,本文用大量的数
据和案例具体分析了我国技术标准工作的现状和差距,结合高新技术标
准形成机制的分析,描述了符合产业发展特征的高科技产业技术标准竞
争策略的定位和要点,在此基础上,从政府层面提出了加强宏观环境建
设、建立和完善包括技术标准与科技研发协调机制在内的 4 项措施的实
施建议,从企业层面阐述了参与技术标准竞争的 2 项原则,捕捉 4 种战
略机会和实施 3 项竞争策略,包括建立用户基数和标准可信度、技术标
准产业联盟策略和技术标准与知识产权的协同策略。

ABSTRACT

With the development of society and economy and the fleet progress of
science and technology, more and more attentions have been paid to
technique standards. The function of technique standard was important
whatever to economic trade or to technique itself. To a large sense,the
technique petition has been one of the major represent forms
among countries or enterprises, especially when international standards have
e a part of the game rules for the world trade and guidelines for
products quality arbitration, more and more countries endeavour to gain
more says in international standards events and embody their requirements
and interests in the standards.
The paper set up from the tendency of technique standard and then go
deep into the investigation of technique standard as well as its development
strategy to improve high-tech petibility. The author induced the
topic of technique standards from the basic conceptions,further analyze the
principles of technique standards economy. Combining with related chapters
