清洁发展机制(CDM)项目风险评价的实证研究

摘要
清洁发展机制(CDM)的迅速发展给 CDM 项目带来了巨大的潜在经济效益,
同时也给 CDM 项目带来较大的风险。一方面,CDM 项目的风险与其自身的
特殊性、项目所属类型以及项目参与主体和交易方都有一定的联系;另一方面,
通过 CDM 项目产出 CERs 具有期货的性质,其交易是一种期货交易,不确定
因素较多,CDM 项目的风险也随之增大。因此,需要对 CDM 项目风险进行
全面分析,基于系统的项目风险评价体系,提出可行有效的风险控制方法。
论文以 CDM 项目风险评价为核心,基于系统的风险评价理论和常用的风
险评价模型,建立新的风险评价体系,采用最新发布的项目信息对 CDM 项目
的风险评价进行实证研究,提出可行的风险控制方法,论文的主要工作从以下
三方面进行:
首先,建立风险评价体系。对 CDM 项目实施过程中各阶段的风险进行详
细分析,以 CDM 项目风险的表现形式为标准,建立新的 CDM 项目风险评价
体系,为后文的风险评价和风险控制做好基础。其次,结合定性和定量分析进
行风险效用评价。定性分析从影响 CER 交付数量和价格两方面的风险因素两
方面进行分析;随后根据最新的项目信息,基于数学模型对 CDM 项目的特殊
风险进行定量评价,从结果中可以得到 CDM 项目能够成功完成标志性程序的
概率。最后,提出可风险控制方法。基于风险评价体系,结合各国 CDM 项目
的管理经验,提出相应的风险控制措施,希望所提出的方法能够帮助 CDM 项
目参与者降低项目实施过程中的风险。

Abstract
ABSTRACT
The rapid development of CDM brings huge potential economic benefits to
CDM projects, while CDM projects have great risk. On the one hand, there are
connections among the particularities of risks, the main types, the participants and
dealers of projects. On the other hand, the nature of CERs issued by EB is futures
and brings much uncertainty to CDM projects. Therefore, we need to study risks of
CDM prehensively based on system of risk evaluation and propose
feasible and effective methods of risks control during the research.
This paper focuses on risk evaluation of CDM projects, based on systematic
theories of risk evaluation and mathematic model. We establish the new system of
risk evaluation, apply the latest information of CDM projects for an empirical study
and propose measures for risk control. The main work of this paper is as follows:
Firstly, the system of risk evaluation is established. We analyze the risks of
every stage of CDM projects implementation, and establish a new risks evaluation
system of CDM projects according to risk forms. Secondly, the risks of CDM
