摘要
在社会主义市场经济环境里,政府对企业的监管,直接关系到我们国民经济的健康发展
和国家政局的稳定。第二次世界大战结束后,作为全球经济发展的内生动力,跨国公司超越
国界进行投资经营,其根本目的是追求自身利益最大化。由此不仅带来了新的经济增长点,
而且也对东道国国家主权和经济安全构成了挑战。作为政策制定和执行者,世界上各国政府
非常注重对跨国公司的投资经营活动进行引导和控制。改革开放以来,我国政治环境稳定,
人民安居乐业,跨国公司在我国经历了由初期试探到大规模扩张的阶段,其影响对我国总体
发展来说是一把双刃剑。纵观我国政府在对跨国公司的监管过程,既有积极转变政府职能,
促进企业发展的一面,也存在着明显的监管不当问题,其背后深层原因发人深思。
当前,我国经济进入了非常重要的后过渡期,在借鉴发达国家和发展中国家监管经验的
基础上,为弥补对在华跨国企业监管方面的缺陷,我国政府须依据国情采取相关的政治和经
济监管对策,充分考虑中外双方利益,寻求双方利益的最大化。在政治监管方面,推动监管
机构的行政管理改革,制定针对跨国公司政治行为的危机预防措施,防范西方意识形态的渗
透。经济监管方面,加强对跨国垄断的政府规制,扶持和保护民族工业,构建知识产权保护
体系。由此,鼓励跨国公司在我国依法发展,良性经营,推进我国国民经济建设顺利进行。

ABSTRACT
Under the socialist market economy regime, the state governance on corporations directly
affects the smooth economic development and political stability. After the Second World War,
multinational corporations (MNCs) rapidly developed as the driving force for global economic
growth. The expansion of MNC businesses across the border not only brings new sources for
economic growth, but also challenges the sovereignty and economic security of the country in
which the MNCs reside due to the latter’s goal of maximizing self- interest. As the key makers and
executors of public policy, governments around the world generally place great emphasis on the
guidance and control of MNCs’ activities. Since the introduction and implementation of the
Reform and Opening-up Policy, both the political and economic situations in China have been
greatly improved. MNCs have greatly expanded after the experimental early stages, and this has
been a double-edged sword to China’s development. Throughout the state governance of MNCs in
