摘要

EPC(Engineering, Procurement and Construction,简称 EPC)模式是一种典型的总承
包模式,受国家政策及专业领域的影响,目前仅在化工、电力等较少行业中被采用,作为
集约化和高效化模式的代表,是我国建筑行业开展工程总承包的一个重要发展方向。这种
模式基本涵盖了工程实施的全过程,工作范围包括了设计、采购和施工,因此相对其它总
承包模式而言,EPC 模式下承包商的风险相对是最大的,总承包商除了承担施工风险外,
还承担了工程设计、采购等更多方面的风险。EPC 模式下的总承包商在利润大大提高、合
同权力得以加强的同时,承担的风险也相应增加。
本文运用系统工程的理论,结合工程实践,从总承包商的角度对 EPC 总承包项目的风
险进行了分析、归纳和总结,得出了 EPC 总承包项目的风险清单、风险管理过程中运用了
相关树分析模型及相应的应对方法。以对 EPC 总承包模式下风险管理过程的理论分析为基
础,针对 EPC 总承包模式下,项目实施过程中风险管理复杂性、多样性和全过程性三个方
面对总承包项目的风险管理进行了研究。
本文对风险规避、风险缓解、风险转移和风险自留四种风险应对策略,根据风险管理
过程中的实际需要进行了排序。对于可消除的风险因素建议选择风险规避和风险转移策
略,对于不可消除的风险因素,建议选择风险缓解和风险自留策略。
EPC 总承包项目管理的一个重要内容就是风险管理,在项目实施过程中,风险管理应
该贯穿于项目管理的全过程,有效的风险管理是 EPC 项目取得成功的关键。风险管理是项
目管理目标实现的保证,项目管理是风险管理有效进行的前提,两者密不可分,只有将两
者有机整合才能促成项目结果的最优化。

ABSTRACT
EPC is a typical general contractor model. Now it is adopted only in a few types of project
such as chemical industry and electric power industry, and it is the representative of Intensive
and efficient mode and development direction of China’s construction industry. This model
covering the whole process of implementation of the project, including design, procurement and
construction, so EPC model have larger risk than other models, general contractor assumes the
engineering design, procurement, and other more risk in addition to construction risk. In EPC
model, While the improvement of profit and the strengther of contract power, more risks will
follow the general contractor.
In this dissertation, the writer used systemic thoughtway to analyse the risk, recurring to
some engineering practice. In conclusion, the writer brought forward the risk list of EPC,
Interrelated Tree Method model of EPC and the replying methods. Under the base of deep
