摘要
外商直接投资,( Foreign Direct Investment,简称 FDI)指外国企业和经济
组织或个人(包括华侨、港澳台胞以及我国在境外注册的企业)按我国有关政
策、法规,用现汇、实物、技术等在我国境内开办外商独资企业、与我国境内
的企业或经济组织共同举办中外合资经营企业、合作经营企业或合作开发资源
的投资(包括外商投资收益的再投资),以及经政府有关部门批准的项目投资总
额内企业从境外借入的资金。由于具有与国际组织贷款等其他形式的外国资本
不同的性质而对一国经济有着特殊的作用。
在改革开放初期,由于我国经济建设的资金缺口巨大,所以我们把吸引外
资作为一种手段,以期达到以此来推动国外资本进入中国,并带来先进的技术、
管理经验的目的。改革开放将近 30 年了,这 30 年里外商直接投资对我国经济
的影响的方向以及程度是怎样的?影响的方向以及程度是一致的么?带着这两
个问题运用现代统计方法进行了分析。主要的工作与研究内容包括:
FDI 的基本理论,包括国内外有关 FDI 的理论和实证分析。
FDI 对我国经济的作用机制。具体来说是从资本、技术载体、贸
易促进和就业四个角度论述了 FDI 是如何对我国经济发生作用。

但在具体的模型设定上将采用现代高等计量经济学中的方法、观点,在大致理
论框架确定的前提下,让数据揭示真相( Leave room for the data to unfold story)。
在确定改革开放 20 多年来 FDI 对我国经济有促进作用之后,测量 FDI 对中国经
济影响的时变性。

Abstract
Foreign Direct Investment refers to the investments inside China by
foreign enterprises and anizations or individuals (including
overseas Chinese, compatriots from Hong Kong, Macao and Taiwan, and
Chinese enterprises registered abroad), following the relevant policies
and laws of China, for the establishment of ventures exclusively with
foreign own investment, Sino-foreign joint ventures and cooperative
enterprises or for co-operative exploration of resources with enterprises
or anizations in China. It includes the re investment of the
foreign entrepreneurs with the profits gained from the investment and the
funds that enterprises borrow from abroad in the total investment of
projects which are approved by the relevant department of the
government. Because it is different form the loans from the international
organization, it is very important to the country that receive the foreign
direct investment.
Chinese government took attracting foreign funds as a tool to collect
foreign money, because she had a large fund gap at the start of 1980’s.
