论文摘要

人力资源是第一资源,是经济和社会发展的动力源。建设对外
开放、协调发展、全面繁荣的海峡西岸经济区,必须充分发挥人力资
源开发在经济社会发展中的基础性、战略性、决定性作用,从解决因
经济结构转换、产业结构升级、自然资源不足等引起的各种实际问题
出发,从促进经济社会全面协调发展出发,实施人才强区战略,走人
才强区之路。
论文分为四部分。第一部分对国内外专家学者在人力资源研究
方面进行了简要回顾,对国际人力资源开发的经验及发展趋势进行了
阐述;论文的第二部分结合海峡西岸经济区的形成过程和战略布局,
以及专家学者对海峡两岸人力资源开发合作研究状况,对闽台双方人
力资源开发的现状及存在问题进行了比较和分析。
为了更充分地论证人力资源和人力资本在经济增长各要素中的
重要地位,以及它们对经济发展的重要作用,论文的第三部分在对人
力资源与财富增长之源的理论探讨后,借鉴前人的经济增长模型,重
点对人力资本投入与福建经济增长的关系进行了实证研究。
在上述分析和论证基础上,论文的第四部分提出了行之有效的
人力资源开发对策,以期对海峡西岸经济区建设有所贡献。

Abstract

The human resource is the first resource. It is the motive source of
the economic and social development. In order to construct an open,
harmonious development, overall prosperous strait's west coast economic
zone, we must fully apply the basic, strategic and decisive function of
human resource exploitation in economic society development, and resolve
various actual problem which was aroused by economic structure conversion,
the industrial structure get upgraded, and natural resources shortage etc.
We must promote the economic society harmonious pletely,
and implement the strategy of using talented person to construct strong
economic zone.
The full thesis is divided into four parts. The first part of the
thesis carry on the synoptic review in the human resource to domestic and
international experts and scholars, and expound the experience and the
development trend of international human resource exploitation. The
second part of the thesis analyzes the formation process and strategy
layout of strait's west coast economic zone, and the scholars research
cross-straits human resource development cooperation and research
condition. pares and analyzes the present condition and existence
problem between Fujian province and Taiwan.
