山西煤炭产业低碳发展问题研究——基于对低碳经济的探索
摘要
目前,低碳经济的理念已得到了全球的普遍认可,各国都在积极探索适合
本国国情的低碳发展之路,而山西作为高碳省份,应抓住这一难得的发展机遇,
做好煤炭资源的低碳转化和利用,以实现煤炭产业的绿色转型。因此,本文立
足山西煤炭产业的发展现状,在深入分析所存在问题的基础上论证了山西煤炭
产业低碳发展的必要性和可行性,并因地制宜地探索了适合山西煤炭产业低碳
发展的途径,尝试为实现山西经济的转型跨越发展做专门系统的研究。
文章在对煤炭产业和低碳经济的内涵进行探讨的基础上,对煤炭产业低碳
发展的概念进行了界定,并围绕能源发展理论、可持续发展理论和产业发展理
论,从实证角度研究了山西煤炭产业发展的现状及其对环境的破坏,通过分析
得知山西的煤炭产业发展急需转变传统的高碳模式,并在此基础上论证了山西
煤炭产业低碳发展的必要性和可行性;文章通过研究美国、澳大利亚和德国煤
炭产业低碳发展的主要经验,总结出应在法律、机制、技术、国际合作等方面
采取相应措施,并结合山西煤炭产业的实际情况提出了诸如制定总体规划、建
立政策保障体系、加强体制创新、推动结构优化、加大技术研发力度等一系列
推动山西煤炭产业低碳发展的建议。

Abstract
At present, the philosophy of low-carbon economy has been widely accepted, countries are
positively exploring their own suitable ways for low-carbon province, as a
high carbon area,should grip the rare opportunities for development. Shanxi province should try its
best plete the low-carbon conversion and utilization of the coal resources, to achieve the
green transformation of the coal industry. Therefore, this article based on the development status of
shanxi coal industry,dicusses the necessity and feasibility of the local conditions to explore the
ways of low-carbon development .After analysising the existing problems,my article explore the
suitable path for shanxi coal industries and low-carbon development ,trying to achieve the
transformation of shanxi economy by the special system development.
This article defines the concept of coal industry and low-carbon economy based on the
discussions of the connotation of coal industry and low-carbon research the
energy development theories,the sustainable development theories and the industrial development
theories, it analys the present situation of the development of shanxi coal industries and the
