我国新能源汽车产业发展战略研究

摘要
汽车产业是推动我国国民经济迅速发展的关键产业之一,因其相关产业范围广、
前向和后向产业众多而成为带动经济发展的龙头产业。世纪以来,随着汽车使用
量的节节攀升,能源紧缺和环境污染问题愈加严重,对新能源汽车的研发和推广吸
引了人们的关注。新能源汽车快速发展,能带动了整个汽车产业技术升级,也是实
施国家能源发展战略,建设资源节约型、环境友好型社会的重要举措之一。在当前
我国汽车产业结构调整振兴的关键时期,面对金融危机和国际市场普遍萧条的影响,
新能源汽车产业的发展不仅有助于弱势的中国汽车产业加强自主创新,形成新的竞
争优势,而且其潜在的巨大市场对于形成以内需为主导的经济发展模式也起到了举
足轻重的作用。
我国是传统汽车工业大国,各种规模的汽车整车企业多达家,而且我国能
源储量丰富,资本和人力成本相对较低,这为发展新能源汽车提供了许多有利条件。
然而新能源汽车产业刚刚处于起步阶段,各类技术和其它方面的障碍导致其无法在
短时间内形成产业化规模,这是摆在中国乃至全世界汽车行业面前的难题。本文在
介绍新能源汽车发展历程和我国新能源汽车发展现状基础上,对我国新能源汽车产
业的培育和发展面临的内外环境和障碍进行了深入的分析,并在借鉴美日欧新能源
汽车发展经验基础上提出了我国新能源汽车产业发展战略,而且对新能源汽车支撑
体系构建给予了可行性建议,以期我国新能源汽车产业能够更快地发展壮大。

我国新能源汽车产业发展战略研究

Abstract
Automotive industry is one of the key industries which promote the rapid development of China's
national economy. Because of its wide range of related industries, as well as various forward and
backward industries, it has e the leading industry to enhance economic development. From the
21st century to now, with the automobile usage soaring, problems about energy shortage and
environmental pollution e more serious, the development and promotion of new energy vehicles
have attracted people’s attention. The rapid development of new energy vehicles can promote technology
upgrading of the whole auto-industry. Also, it is one of the important measures to implement the national
energy development strategy and build a resource-saving and environment-friendly society. In the
critical period of structural adjustment and revitalization about China's automobile industry, development
of new energy vehicles industry can not only help the auto industry strengthen independent innovation
and petitive advantages, but also play an important role in making a domestic demand-led
model of economic development with its huge potential market.
