江苏省区域经济发展差异及其成因分析

摘要
区域经济差异的扩大己成为影响经济发展、社会稳定的重大问题,并受到社
会各界的极大关注。江苏虽然是我国东部沿海的发达省份,但同样存在内部各区
域之间的差异问题,其差异的扩大必将影响江苏省总体经济的快速、稳定、持续
发展,影响江苏省“两个率先”目标的实现。
首先,本文通过描述统计方法分析了江苏省区域经济发展差异的特征。江苏
省区域经济发展差异主要表现在三大区域经济规模、经济发展水平、经济增长速
度、经济结构和对外开放程度等方面的差异。通过加权标准差、加权变异系数、
主成分分析、聚类分析等统计量和统计方法对江苏省区域经济差异进行度量和分
析,结果显示江苏省区域经济发展绝对差异持续扩大,相对差异呈现先增后减的
趋势。而从各地级市的内部差异来看,苏州市内部差异最小,徐州市、盐城市、
宿迁市的内部差异较大。
其次,分析了江苏省区域经济发展差异形成和扩大的直接原因和间接原因。
利用江苏省 13 市 2000 年至 2009 年的面板数据分别对苏南、苏中和苏北建立生
产函数模型,结果显示国内投资是苏南、苏中经济增长最重要的直接原因,苏北
经济增长则主要依靠劳动力的投入。通过对江苏省各县市 2009 年多个经济变量
的线性回归分析,发现江苏经省区域经济发展差异的间接原因主要包括市场发育
程度、产业结构和对外开放程度方面的差异。
最后,根据对江苏省区域经济发展差异的特征、成因等的分析,提出了缓解
江苏区域经济发展差异的一些措施:释放剩余劳动力,促进剩余劳动力转移;公
共投资适度倾斜,促进苏北地区发展;完善生活保障制度,促进居民消费;发展
高新科技,提升产业结构;积极吸引外资,提高对外开放程度;开发新的经济增
长极,带动落后地区发展。

ABSTRACT
The expansion of regional economic disparities has affected economic
development and social stability, and e a major economic issue. It has already
drawn wide attention in different social sectors. Although Jiangsu is one of the most
developed provinces in eastern coastal region of China, there are also internal
problems of economic disparities between regions. The expansion of disparities will
affect the continuous and high-speed growing of overall economy of Jiangsu, and
ultimately prevent the achievement of the “Two Leads in Development”.
Firstly, this thesis described the characteristics of regional economic disparities
in Jiangsu Province, which includes the differences of the scale of economy,
economic development level, economic growth rate, economic structure and open to
outside world degree among three major economic regions in Jiangsu. By using
statistics and statistical methods such as the weighted standard deviation, weighted
coefficient of variation, ponent analysis, cluster analysis etc, I measured
