环保产业集聚绩效影响因素研究--以宜兴市环保产业发展为例

摘要
环保产业作为一种新兴产业,正逐步成为新的经济增长点,有些国家已经把
环保产业确立为区域经济发展的主导产业。在政策导向和市场需求的推动下,国
内环保产业发展也是方兴未艾,有些地方也把发展环保产业提升到区域发展的战
略层面,但是环保产业不完全等同于一般的制造业,影响环保产业发展的因素和
影响制造业发展的因素之间是有差异的,本文正是基于此探讨环保产业发展的影
响因素。就国内环保产业发展情况来看,宜兴市环保产业集聚式发展近十几年来
取得了良好的绩效,它的发展经验值得其他地方借鉴。
文章采用实地调研、统计分析及案例研究等方法对宜兴市环保产业集聚发展
现状进行研究,其目的一是寻求影响环保产业集聚绩效的因素,为宜兴市环保产
业的健康持续发展的政策制定提供理论依据;二是根据影响产业集聚绩效的因素
探讨宜兴市环保产业集聚的发展模式,为国内其他地区环保产业发展政策的制定
提供参考。
文章从企业和产业两个层面考察影响环保产业集聚绩效的因素,研究内容分
为五个部分,具体来说,第一章是对整个研究框架的界定,主要包括研究的背景、
意义、内容及方法;第二章是对国内外与研究内容相关的产业集聚绩效理论研究
进行梳理,通过建立“企业能力——产业环境——集聚绩效”这一机制来分析产
业集聚绩效一般性影响因素及其运行机理,并构建相应的因素框架,而后对产业
集聚的模式和发展阶段进行剖析,为后文分析做准备;第三章是结合环保产业集
聚的特征,选取影响环保产业集聚绩效的个因素,这个因素构成本文实证分
析的自变量;第四章是结合实地调研的数据利用统计分析软件对宜兴市环保产业
集聚绩效的影响因素进行实证研究,并对实证结果进行初步分析,找出不同因素
对环保产业集聚绩效影响程度之间的差异性;第五章是对实证结果的进一步解
释,最后得出结论:现阶段宜兴市环保产业集聚的绩效显著性影响因素是企业内
部的生产制造能力及配套服务能力、关系强度、产业集聚的市场环境和企业年龄。
这一集聚特征意味着宜兴市环保产业集聚属于市场主导型的集聚模式,处于产业
集聚发展的成长期,文章最后根据这一判断提出了提高宜兴市环保产业集聚绩效
和促进其可持续发展的政策建议。

ABSTRACT
Environmental protection industry as a new industry is gradually ing a
new economic growth point. Some countries have established environmental
protection industry as the leading industry of regional economic development. Driven
by the policy orientation and the market demand, domestic environment protection
industry development is ascendant, so some local governments also ascent the
development of environmental protection industry to regional development strategic
level. Although the development of environmental protection industry is not
completely equal to general manufacturing, the influence factors between
