内容提要
随着国有经济战略性重组的不断深入,我国中小企业的地位和作用愈来愈重要。但是,中小企业发展过程中存在的许多问题,严重制约着中小企业健康发展。因此,只有积极采取科学对策与措施,解决中小企业面临的困难和问题,促进中小企业健康发展。本文主要介绍了中小企业发展现状;它在国民经济中的作用以及中小企业面临的问题与机遇,论述了中小企业的发展出路以及如何竞争取胜。目前,在促进中小企业健康发展方面我国政府应作的努力是:加快制定《中小企业促进法》,争取早日出台,为今后中小企业获得公平竞争的环境和扶持政策奠定基础;同时完善“中小企业信用担保体系”,广泛吸纳民间资金的进入,尽快扩大信用担保资金的规模,建立国家和非国有单位共同出资的民营化、商业化的中小企业信用担保运营体系,提高信用担保资金的使用效率;还要建立培训、信息咨询等中小企业服务支持体系;完善《反不正当竞争法》和尽快制定《反垄断法》,维护公平竞争的市场秩序,使中小企业免受垄断企业的侵害等。只有这样,中小企业才能健康、快速的发展。

Abstract
With the steady development of the strategic restructure of the state owned economy, the middle and small enterprise have been playing a more and more important role. However, many problems with exist the development process, restrict the healthy development of the middle and small enterprises encounter in order to promote them develop correctly. This article mainly introduces the development actuality of the middle and small enterprises, their role in the state –owned economy, the challenges they encounter and how they pete to eed. The government should help middle and small enterprise develop, constitute the law to provide an petition environment for them; complete the credit guarantee system, extensively absorb the public funds, expand the scale of the credit guarantee funds, establish the private mercial credit guarantee operation system, improve the usage efficiency of the credit guarantee funds; prefect the law against petition and the law against monopolization, protect the marketing order of petition, make sure that the middle and small enterprises could avoid the prejudice of the monopolistic enterprises.
