摘要
人才资源是第一资源。而公务员人才队伍是一个地区干部队伍的重要组成部分,是党的路线、方针、政策和国家法律法规的执行者,担负着全面建设小康社会的决策、规划、指挥、组织、协调和服务等重任。公务员是国家和社会的组织者和管理者,是公共权力的代理人和执行人。党和国家各项路线、方针、政策的最终执行,区域经济与社会发展的兴衰成败,党和政府为人民服务的效率和质量如何,与公务员队伍的作风建设息息相关,密不可分。因此,进一步转变公务员队伍的思想作风、学风、领导作风、工作作风、生活作风,积极探索公务员队伍作风建设存在的难题及原因,科学设计优化公务员队伍作风建设的方案,对于建设高素质的公务员队伍,推进公务员管理的科学化、民主化和法制化,树立良好的政府形象,具有十分重要的理论和实践意义。
本文希望能通过对作风建设相关概念及内涵的分析入手,以公务员为研究对象,运用公共管理学和公共行政伦理学的理论知识,结合上海市青浦区公务员队伍基本情况和作风建设的实践情况,着重从政府工作的具体实际、政府职能转变的新要求和公务员队伍建设的特点着手,通过调查研究,以问卷、访谈、座谈、比较等形式反映出的数据和问题为依据,逐步探索,梳理目前全区各党政机关公务员在作风建设方面存在的突出问题及原因分析,借鉴国外相关经验的先进之处,结合上海市青浦区公务员队伍作风建设在实践过程中的困境分析,探索设计符合我区公务员队伍作风建设良性发展的方案,这将对深化和发展公务员队伍作风建设的研究具有重要的理论意义,并对摆脱我国公务员建设所面临的现实困境提供重要的现实指导意义。

ABSTRACT
Human resources are the primary resources. And civil personnel is an important part of a regional cadres, is the executor of the Party's line , principles, policies and state laws and regulations , responsible decision to build a moderately prosperous society in planning , directing , organizing, coordinating and service responsibility. State and civil anizers and managers, agents and public power is executor. Final implementation of the Party and the state line, principles, policies, and how the ess or failure of regional economic and social development of the party and government to serve the people of efficiency and quality, and the style is closely related to the construction of the civil service, are inseparable. Therefore , further transform the civil service ideological style, study style, leadership style, work style, life style, and actively explore the civil service style building and the reasons for the existence of the problem , the scientific civil service style building design optimization solution, for the construction of high-quality civil service scientific advance civil service management, democratization and legalization, and establish a good image of the government, with the theory and practice is very important.
