湖北省承接国际产业转移的路径选择

摘要
产业转移是指在市场经济条件下,经济发展处于较高水平的国家和地区,根据
比较优势原则,以投资的形式将产业转移到另一个国家或地区的现象。从 20 世纪 50
年代开始到现在,在全球范围内出现的大的产业转移浪潮总共有四次,包括日本、
韩国等发达国家都是通过承接国际产业转移,拉开了自己工业现代化的序幕。当前,
湖北省承接产业转移的面临着极佳的机会,能否成功承接国际产业转移成为湖北省
经济增长方式转型和产业结构优化的关键,因此选择把湖北省承接国际产业路径作
为研究对象,有很强的现实意义。
本文从国际产业转移理论和实践出发,分析了当前国际产业转移的变化趋势以
及产业转移的主要方式等相关理论;通过对我国及湖北省承接国际产业转移的发展
历程的描述,分析得出湖北省承接大致处于我国的哪个阶段,指出存
在的问题;进一步通过对湖北省当前产业结构和产业发展方向的分析推论出未来湖
北省的产业发展方向,结合之前分析的湖北省承接国际产业转移基本情况,从产业
类型、地区分布以及承接模式三个维度得出湖北省承接国际产业转移的一般路径,
最后结合自身的不足,在借鉴我国东部沿海地区承接国际产业转移成功经验的基础
之上,提出了一些政策建议,包括增加市场开放程度、利用现有基础有针对性的承
接产业转移、改善投资环境以及加强专业技术人才的流动和供给等方面。

Abstract
Industrial transference is a phenomenon that under the market economy countries and
regions at higher level of economic development transfer industries to another country or
region through investment and according to the principle parative advantages.
There have been four big waves of industrial transference since 1950s in which some
developed countries and regions like Japan and Korea began their industrial modernization
through undertaking international industrial transference. At present Hubei province faces
the great opportunity of undertaking industrial transference. Whether we can essfully
undertake international industrial transference is critical for the transformation of the
economic growth pattern and optimization of the industrial structure of Hubei province.
So to choose the route for Hubei province to undertake international industrial transfer as
the object of the study is of great realistic meaning.
Beginning with the theory and practice of international industrial transfer the essay
analyze the relative theory of the tendency and main routes of international industrial
transfer. The essay analyzes the general stage of Hubei Province’s level of undertaking
international industrial transfer
