摘要
电力企业改革正在一步步的深入进行,自 1998 年到现在,供电企业面临的
生产经营环境发生了巨大的变化,供电企业生产经营的自主性和独立性也逐渐增
强。而随着电力企业的改革进一步深入和我国市场经济的逐步完善,这一变化的
外部环境给供电企业带来了前所未有的机遇,提出了新的挑战,也赋予了新的使
命,这也对供电企业的绩效评价提出了更高的要求。在当前这种形势下,如何在
激烈的竞争环境中公正、有效的评价供电企业绩效,是企业绩效评价理论上急需
解决的问题。
在已有研究成果的基础上,通过阅读大量供电企业绩效评价的相关文献资
料并深入供电企业进行实地的考察研究,从理论上和实践上掌握供电企业绩效
评价的核心思想。本文依托供电企业行业的特点,在绩效评价指标构建的原则
基础上,构建了一套蕴含科学发展观思想的绩效评价指标,即从经济效益、社
会效益和生态效益这三个方面。另外,在传统 DEA 模型、二阶段 DEA 模型和
三阶段 DEA 模型基础上,本文在绩效评价模型的选择上采用的是将二阶段模
型和三阶段模型糅合到一起的模型。再者,在绩效评价的过程中,引入了 TOPSIS
思想,对效率值相同的决策单元进行区分。最后得到的供电企业绩效评价结果
是排除了外部环境因素的影响的价结果,这有利于供电企业认清自身的管理水
平,提高管理决策。

An electric power enterprise reform thorough advance step by step, from 1998 to
the present, the production operation environment which the power supply enterprise
faced is having the huge change, the power supply enterprise production operation
independent independence also gradually strengthened. But further rates along
with the electric power enterprise's reform with our country market economy gradual
consummation, has brought the unprecedented opportunity for the power supply
enterprise, presented the new challenge, also has entrusted with the new mission, this
also set a higher request to the power supply enterprise's achievements appraisal.
Under current this kind of situation, how in petition environment fair,
effective appraisal power supply enterprise achievements, is the enterprise
achievements appraisal is theoretically urgently needed the solution the question.
This article in the original research's foundation, conducts the inspection
research on the spot through the reading massive related literature material and the
thorough power supply enterprise, the collection power supply enterprise
