摘要
随着全球信息化的发展和我国信息化进程的加快,信息资源的有效开发和充
分利用已经成为现代社会经济发展的重要推动力和取得经济成就的关键因素。
政府信息化作为国家信息化的龙头,推动电子政务的发展,也逐渐成为一种
世界性的行政管理发展和前进的潮流和趋势。越来越多的政府在建设发展电子政
务的过程中,从事着政府信息资源的收集,处理和挖掘,试图尽可能的去发掘其
背后所蕴含的深层价值,并努力对社会公众做到最大程度上的共享,使之成为推
动经济发展和社会进步的强大动力。
本文首先从我国电子政务中的政府信息资源管理和利用现状以及函待解决
的问题出发,经过调查研究、技术信息收集之后发现在整体的语义网发展前景趋
势下,基于语义的 Ontology 技术信息检索能在一定程度上有助于解决电子政务
发展中存在的一些问题。在确定该研究方向的基础上进一步对语义网所涵盖的主
体技术进行了分析,介绍了当前比较热门的 Ontology 技术。重点以构建一个小
型的层次结构清晰完整的国防工业机构本体为研究工作中心,并对整个完整的本
体构建过程及方法经验进行陈述总结。在最后,结合由惠普实验室开发的语义
Web 应用系统的 Java 语言包 Jena,利用其所具有的语义标注及推理功能,去分
析设计一个基于实验本体的政府信息资源检索实验系统。希望藉此为电子政务中
的信息资源开发和利用提供一种可行的方案。

ABSTRACT
With the development of global and China's informatization, the accelerating
process of informatization, the full use of information resources has e an
important driving force for modern socio-economic development and a key factor of
economic achievement.
As the leading role of China's informatization, the government informatization
promotes the development of e-government. It has e a world-wide trend of
administrative development. In the process of e-government construction, more and
more governments are engaged in collecting, processing and mining, trying to explore
its deep value, trying to achieve the greatest degree of sharing and turning them into
the power of economic development and social progress.
The first part of the thesis summarizes the problem and application of government
information resources. Having analyzed the technology and status quo of the semantic
web, the paper proposed a framework of intelligent information retrieval based on
Ontology, it can be helpful in resolving some problems in e-government. On the basis
