摘要
本文着重研究了灌区水资源的优化调配问题,对于以水库为主要水源的灌区,水
库调度管理水平的高低,直接关系到灌区水利、水能资源能否合理利用,工程效益能
否充分发挥。因此,灌区水库优化调度有着重要的实际应用意义。然而,传统的以手
工为主的灌区管理手段已经明显不能适应社会经济发展的需求,制约了灌区的发展,
因此,建立适应新形势的新型灌溉管理模式,是社会发展的必然要求。
论文以疏勒河灌区为应用实例,对灌区水资源优化配置的若干关键技术进行研
究,主要内容包括:
(1) 建立了灌区水库群中长期优化调度模型,确定了模型的目标函数和约束条件,
建立了模型的数学方程并给出了相应的求解算法。
(2) 分析了基于 B/S 的系统架构与关键技术。
(3) 开发了数据录入、水库调度、用户管理、以及通讯管理等功能,使得灌区管
理的信息化特征得到充分体现。
研究结果表明,基于 B/S 的水库优化调度系统的实现,极大的提高了灌区管理的
工作效率和信息化水平,有着重要的现实意义。

Abstract
The paper put emphasis on the study of the problem of optimal dispatch for water
resources of irrigation, Because of the randomness of runoff and water using and the
requirement of real time reservoir operation , reservoir operation and management e
plex, However, the traditional manual-based management tools clearly can
not meet the needs of socio-economic development ,has constrained the development of
irrigated areas. Therefore ,the establishment of the new situation to adapt to a new type of
irrigation management model, are an inevitable requirement of social development.
A number of key technologies about optimal dispatch for water resources of irrigation,
have been studied by taking Shule River Irrigation District as an example in this paper. The
main contents of this study are summarized as follows:
(1) An long-term optimal operation model of multi-reservoir for irrigation district has
been developed, the objective function and constraints of optimal operation model has been
established and corresponding mathematical equations of the mode and how to solve the
model has been explained in the study.
