云南省高速公路项目财务效益后评价——以富砚高速公路为例
摘要

公路是国民经济发展的重要基础设施,是区域经济发展的基本条件,它的建设
需要巨大的资金投入。融资模式既能较好解决项目建设所需的巨额资金问题,
也能使项目建设企业与社会受益。一个成功的项目应该把政府、企业、
贷款银行三方的目标有机的结合起来,通过对项目财务效益后评价,将实际效果与
项目可行性研究阶段预期目标相比较,发现项目存在问题并及时纠正,避免因决策
失误和项目建成前后管理脱节等原因而导致项目未能实现预期结果,总结经验以利
于推广。
富砚高速公路是云南省第一条公路项目,通过对其财务效益后评价,推广
其成功经验,发现存在的问题。这无论是对于企业今后的发展、以及模式在云
南省公路建设事业及其他方面的有效运用都具有十分重要的意义。

ABSTRACT
The road is an important infrastructure to the development of the national economy,
and is the basic condition of the regional economic development. The investment is huge
to construct a road. BOT financing pattern either resolves the question needing a large
quantity of fund or benefits to the BOT enterprise and the society. A essful BOT
project should tie the goals of three sides (the government, the BOT enterprise, the loan
bank) together. By the post-evaluation of financial benefits, we can discover and correct
the problems in process of building a project in time to avoid the same mistakes in
investment decision and the project management for next projects.
The Fuyan express is the first BOT road project in Yunnan Province. Through
appraising its financial benefits, we can summarize its essful experiences and
discover its existing questions. It is significant to building enterprises’ development, as
well as the effective utilization of the BOT pattern to build expresses in Yunnan
Province.
