摘要
在社会转型期,随着经济政治体制的不断深化,我国原由政府和企事业单位统包统揽的社会管理与社会服务职能开始分化并逐渐回归社会和社区,特别是在一些大型城市,社区服务在社区建设与管理中的作用越来越突出。然而,我国城市目前仍然处在“亚社区”向现代社区的过渡阶段,这就造成了我国社区服务在社区建设中还处于探索和经验的积累阶段,在这一过程中,我国城市社区服务面临着管理职能权限不明确、服务人员素质不高、社区建设资金缺乏的各种困难。所以,面对市场经济形势下社区服务所存在的问题,我国应不断借鉴国外经验的同时,结合我国现阶段的国情以推动我国社区服务的良性发展,最终形成具有中国本土化的社区服务模式。

Status and Plight Research on the Old-age Models of munity
——Taking MaZhuang in Dezhou for Example
ABSTRACT
In recent years, China's elderly population is growing sharply. How to deal with the old-age pension has e an important problem to local government at all levels. Community-based services for old-age solve the material dependent , life care, health care and the spirit of consolation and so on, so it is the best way to be worthy of further development and promotion .However, in respect of the current development situations, munity has not only lagged behind the development of pension services, but also has many development does not meet the demands of society. In this article,using the methods of non-participatory observation and in-depth interviews, researching through munity service work about old-age in MaZhuang in Dezhou and exploring the status of and the plight of the old-age munity puts forward the countermeasures and suggestions in order to ensure the main functions of the government about munity services sector pension, improves the system and mechanisms, establishes prehensive legislation and policies, and implements project management to improve efficiency and effectiveness.
