文档介绍：摘要循环经济作为一种全新的经济增长方式,是科学发展观的具体体现,是实现可持续发展的必然选择。发展循环经济意义重大,发展循环经济是实现物质文明与生态文明共赢的有效方式。遵循循环经济理念,运用产业生态学理论规划和建设循环经济产业园区,为产业集聚构建空间载体,形成区域经济发展的新的增长极,是目前各地改造和建设工业园区的趋势。我国的环境影响评价制度建立相对较早,但循环经济与区域环评能有效结合的例子却不多,在能源和资源紧张以及国家推行循环经济的力度逐日倍增的情况下,急需为实现可持续发展而实施的区域环境影响评价制定一套切实可行的评估体系。本文立足于对循环经济和区域环境影响评价这两个尚不完善的学科进行理论探讨的基础上,以和政县循环经济产业园区的建设为研究对象,通过对园区各方面研究调查,结合循环经济发展特点,抓住“循环经济产业链、循环经济发展水平、废物资源化”这一主线,借助定性与定量评价相结合的方法,试图建立一套能较为全面反映区域循环经济实际发展水平的评价指标体系,尝试将循环经济理念更好的引入该区区域环评。目的是充分发挥当地的资源优势和技术优势,优化产业结构和产业布局,推动区域经济发展。同时,为筛选既适合和政县循环经济产业园发展、又不破坏当地环境质量的入区企业提供科学的依据。并且为规划和设计以当地资源优势为主的循环型企业和生态工业园区,促进经济、社会、环境的全面协调发展提供科学依据。关键词:循环经济;区域环境影响评价;产业链;可持续发展;产业园区 IIAbstract As a new mode of economic growth,the circular economy is a concrete manifestation of the scientific concept of development, also is the inevitable choice for sustainable is of great significance to development of circular development of circular economy is a effective way to achieve material civilization and ecological the concept of circular economy, using the theory of industrial ecology for planning and building the circular economy industrial park, to bulid space vector for the industrial agglomeration,to form a new growth pole of regional economic development, is a trend of all over the reconstruction and construction of industrial parks at present.
