摘要
党中央提出全面建设社会主义新农村给重庆市农业农村经济发展的提出了
新的历史使命适应农业农村经济战略性结构调整的需要重庆市实施了百个经
济强镇工程以下简称“百镇工程”研究新形势下百镇工程的发展对策成为必然
百镇工程的实施着力于农村二三产业发展通过培育各区县的 103 个百镇
工程镇使百镇工程成为区域经济发展的亮点和增长极使百镇工程镇成为城乡
一体化的联结点百镇工程实施以来有效推进和辐射带动了各地经济的快速发
展新的历史使命带来新的机遇和挑战实现农村全面小康完成建设社会主义
新农村的历史任务使百镇工程建设面临新的挑战
本文根据建设社会主义新农村的要求并结合百镇工程建设的现状针对百镇
工程建设过程中出现的问题分析百镇工程发展面临的机遇与挑战研究百镇工
程建设的发展模式及发展对策

ABSTRACT
The development of rural economy in Chongqing has assumed a new historic
mission after the mittee of CPC has advanced the career of building a new
socialist rural area. The government of Chongqing has decided to implement the project
of building top economic town 100 in rural areas (hereafter called “top town 100
project”)to meet the needs of structural adjustments in rural economic strategies.
Therefore, it is necessary to work out the solutions in carrying out the project under
these new circumstances.
The project focuses on developing the second and the third industry in top 103
towns with a view of making the project the highlight and the growing spot in regional
developments and those 103 towns the joints in the rural and urban integration. Since
the implementation of the project, the economic developments in various areas have
seen a great impetus. As the new historic missions have always brought forward new
challenges and opportunities, implementing the top town 100 project has also met with
new problems.
Based on the requirements of building a new socialist rural area and the status
quo of the top town 100 project, the problems met in implementing the project, the
opportunities and challenges confronted with are analyzed, and development patterns
and measures to carry out the project are studied in the paper.
