摘要
在全球经济一体化的背景下,随着市场经济的竞争日益激烈,技术创新能
力、知识创造能力、知识转移能力已经成为推动企业发展、国家科技进步的动
力和源泉。企业在实施技术创新战略时长期限于资源有限的困境,而作为科技
人才和科研技术聚集地的高校在这方面恰好能够弥补企业在创新资源方面的不
足,这种优势互补特性使企业和高校之间建立合作关系实现技术创新成为了必
然选择。同时,产学研联盟作为国家创新体系的重要组成部分,在推动国家技
术创新方面具有重要的战略意义。因此,产学研联盟长期以来一直受到了社会
各界的广泛关注。
尽管如此,目前我和世界上公认的创新型国家相
比,还有相当大的差距。产学研联盟在快速发展的同时,也出现了诸多问题,如:
合作双方观念不同;合作层次不高;合作效益不好;相关法律法规不健全等。这
些问题都直接影响着产学研联盟的合作绩效。为此,本文对产学研联盟的效率评
价进行了深入的研究。
针对现有研究中对产学研联盟问题的探讨主要集中在定性分析方面的现
状,本文在对产学研联盟和 DEA 方法的理论背景进行系统阐述的基础上,考虑
到产学研联盟结构的特殊性,设计出了一套产学研联盟效率评价的指标体系,
并且引入网络数据包络分析(网络 DEA)建模的方法构建出了产学研联盟效率评
价模型。最后以 20 个大中型通用制造企业的产学研合作项目为研究对象进行实
证分析,通过演算的结果和对照研究,验证了本文提出的评价产学研联盟效率
方法的可行性和有效性。

Abstract
ABSTRACT
Along with the ever accelerating process of globalization in the economy and the
rapid development of China’s market economy. Technical innovation, knowledge
creation and knowledge transfer have e the driving force and the source to raise
the raise petitiveness for enterprises and even countries. Universities as a hub
for new knowledge and technologies together with the shortness of intelligent
resources in enterprises , make them take part in cooperative innovation. The alliance
among enterprises, universities and research institutes, which is called
IURA(Industry-University-Research institute Alliance), is an important part of
national innovation system and has important strategic significance in national
technology innovation. Therefore, the problem of IURA has e the hot topic
researched and discussed society.
Nevertheless, IURA development in our country lags behind, pared
with the developed countries currently. Recent years, IURA has made remarkable
achievements .However,there are also many problems in the example,
