摘要
科技进步是经济增长的主要动力和源泉,而经济发展则是科技进步的起因、归
宿和基础,经济发展的需要是推动科技进步的动力。而在促进经济增长中扮演另一
重要角色的是产业结构。不同的产业结构,整体效益不同,因而可以影响经济以不
同的速度增长,而经济增长的速度不同又对产业结构提出了不同的要求,合理的产
业结构可以较好地促进经济的增长。科技进步和产业结构是促进经济增长两大关键
因素。
从本源来说,产业的形成、分解或新兴产业的诞生是科技进步的结果,如果没
有科技进步,产业也就无法发展。深入探索科技发展与产业结构的互动关系,以科
技的发展推动产业结构升级是实现经济增长的必由之路,因此迫切需要对科技进步
与产业结构的关系进行定量的分析,本文的研究正是基于此目的。本文的研究内容
来源于国家“十五”攻关计划“科技投入促进经济增长的定量分析”的子课题,是
从定量的角度研究和测算科技进步对产业结构发展升级的作用,并定量分析了产业
结构对科技进步的影响。
本文在生产函数基础上深入推导出新的模型,基于 1978 年以来的科技统计与
产业结构方面的数据,不仅对我国科技进步与产业结构之间的相互关系进行了深入
的量化分析,而且还把全国的科技进步与产业结构的发展状况同湖北省的发展状况
进行了比较具体与详尽的比较。
定量测算的结果表明:科技进步可以有效地促进产业结构优化升级,反过来,
合理的产业结构也可以推动科技进步,而如果产业结构背离了正确的发展方向,那
么它将会成为科技进步前进道路上的障碍,因而,以科技进步有效地促进产业结构
优化升级,同时准确控制产业结构正确的调整的方向,是推动经济增长的必由之路。

Abstract
To promote the increase of economy is the reason and base why the technical
progress exists here. The industry structure plays another important role in promoting the
increase of economy. The different industry structure have different effect which result in
different progress of economy,on the contrary ,it is the same thing. It is no doubt that
reasonable industry structure can bring a better economy. The technical progress and
industry structure is the two most important reasons which can promote the increase of
economy, especially, the technical progress.
Basically speaking ,the form or pose or naissance of industry is result of the
technological progress .If there is no the technological progress ,there is no the progress
of industry .To explore the mutual relationship between the technological progress and
the industry structure ,it is the only way to achieve the improvement of economy by the
way the technological progress promoting the industry structure .So it is eager to
measure the relationship in an quantitative way .It is the aim of the text .The research
