摘要

重庆直辖三峡库区建设西部大开发战略以及中国成功加入 WTO 等对发
展中的重庆来说是千载难逢的历史机遇但是这些千载难逢的历史机遇也对重
庆滞后的经济发展和落后的产业结构提出了严峻挑战因此有必要对重庆的产
业和产业结构进行深入研究以科学发展观为指导以实现经济与社会自然
人的和谐发展为目标寻求对策促进重庆经济在这些历史机遇下有新的腾飞
该文主要探讨了如何选择重庆市的主导产业以及在此基础上进行产业结构调整
的问题
该文首先介绍了产业结构的概念含义产业结构的相关理论以及国内外产
业结构演进趋势通过分析重庆市产业结构演进的历程现阶段存在的问题和调
整重庆市产业结构的迫切性论述了重庆市产业结构调整的背景和原则根据这
些原则明确了重庆市产业结构调整的方向
在此基础上提出了重庆市产业结构调整的战略重点主导产业通过分
析主导产业的涵义基本特征和选择原则选择了产业评价的因子模型和指标
采用定量分析和定性分析相结合的方法筛选出来 7 个产业作为重庆市的主导产
业然后对每个主导产业的现状问题和发展对策进行了分析
最后该文依据重庆市产业的历史现状和重庆市的资源特色论述了重庆市
在制定产业结构调整政策时应该处理好的几个关系并有针对性地提出了重庆市
产业结构调整的一系列可供决策参考的政策性建议以实现经济与社会自然
人的和谐发展的重庆市产业结构调整目标

ABSTRACT

Chongqing es the municipality directly under the Central Government, The
reservoir area of Three Gorges is in construction, the develop-the-west strategy has been
just implemented and China has joined WTO essfully, which are the very rare
historical opportunity for developing Chongqing. However, economic development and
backward industrial structure that these very rare historical opportunities lagged behind
to Chongqing have proposed the severe challenge. So, it is necessary to carry on further
investigation on the industry of Chongqing and industrial structure, Regard scientific
development view as guidelines, regard realizing the harmonious development of
economy and the society , nature , human as the goal, seek the countermeasure, there is
new rapid development under these historical opportunities to promote the economy of
Chongqing. What a leading industry of choosing Chongqing. This text has discussed
mainly, and carries on the question of industrial structure adjustment on this basis.
