公益型企业技术进步贡献率的测算研究

摘要
依靠技术进步推动社会经济的发展,是我国转变经济增长方式、建设创新型国
家、提高综合国力的重要手段。由公共事业单位转变而来的公益型企业已成为我国
市场经济的重要组成部分,其技术创新能力是我国技术创新能力的重要构成部分,
定量测算其技术进步对企业经济及社会效益的贡献,对制定企业技术创新战略、提
高技术创新效率具有重要意义。
本文首先在对技术进步的内涵和外延进行阐述的基础上,从公共权力的特权与
限制、财政利益等方面,对比分析了公益型企业与一般企业在经营特征上的差异,
并从知识进展、企业管理水平、人力资源素质三个方面,对公益型企业技术进步的
内容及其表现特征进行了分析;其次,对比分析了国内外典型技术进步贡献率的测
算模型,阐明了其优缺点及实用性,并结合公益型企业的行业特征、技术特征以及
企业性质,探讨了公益型企业技术进步贡献率测算的特殊性,提出了公益型企业技
术进步贡献率的测算思路和测算模型;最后,以长江航道局为实例,从测算流程、
指标选取、参数确立、模型选择等方面对公益型企业技术进步贡献率进行了探讨和
具体测算,并依据测算结果,从组织文化、组织结构、技术创新模式以及人力资源
管理等方面进一步提出了提高长江航道局技术进步贡献率的对策建议。

Abstract
Technological progress is the power to accelerate the development speeding of the
social economic, the important way to change the economic growth pattern and construct
innovative country. monweal enterprises changed from anizations have
been being very ponent of our national market economy, their technology
innovation capacity is the ponent of our national innovation capacity. To
measure and calculate the technological progress’ contribution to the rate of economical
and social profitability of monweal enterprises will help us to make technological
innovation strategy and to raise technological innovation efficiency.
Some conclusions have been given as follows: First, the paper discusses the
connotation of technological progress, then analyses the different features between
commonweal enterprises and ordinary enterprises based on the views of public power and
finance benefits, and then gives the connotation monweal enterprises’ technological
progress based on knowledgeable progress, business management and human resource
management; Second, the advantages and disadvantages of different calculation models
have been analyzed and summarized, the particularity to calculate the technological
