摘要
向低碳经济转型已成为当今世界经济发展趋势,为了促进河北省低碳经济的
快速发展,要充分认识当前低碳经济发展的新形势,积极行动,早日布局,抢占
低碳经济发展先机。以科学发展观为指导方针,立足自身优势和基础,把调整产
业结构和发展低碳经济相结合,推动河北省经济由资源依赖向创新驱动转型,由
高碳型增长向低碳化发展转型。
本文通过低碳经济的理论分析,创造性地提出了低碳经济发展的一种新的战
略视角:产业结构调整视角,即从产业结构调整角度来探讨低碳经济的发展。首
先本文分析了河北省低碳经济的发展现状,然后阐述了产业结构调整对低碳经济
的影响,在此基础上以产业结构调整为基点,从战略的高度对产业结构调整进行
了较深入的分析,提出调整产业结构促进低碳经济的发展的路径,并且分析了调
整产业结构促进低碳经济的发展存在的障碍,进而根据以上分析,结合河北省低
碳经济发展的特征,有针对性地提出如何利用产业结构调整来发展河北省低碳经
济的策略和建议。

Abstract
Abstract
Transition to a low carbon economy has e the world economic development
trends, in order to promote the rapid development of low-carbon economy in Hebei
Province, it should fully understand the new situation of low-carbon economy,
affirmative action, the early layout of the development of low-carbon economy to seize
the opportunities. The scientific concept of development guidelines, based on its own
strengths and the basis for the adjustment of industrial structure and bination of
a low carbon economy, promote resource-dependent economy from Hebei Province to
the innovation-driven transformation from high-carbon-based growth in transition to a
low carbon development.
In this paper, theoretical analysis of low-carbon economy, creatively put forward
the development of low-carbon economy, a new strategic vision: Industrial Adjustment,
from the perspective of industrial restructuring low-carbon economy. First, this study
analyzes the status of Hebei Province, a low-carbon economy, industrial restructuring
and described the impact of low-carbon economy, based on this basic point to industrial
restructuring, from the strategic adjustment of industrial structure for a more in-depth
analysis, adjusting the industrial structure to promote low-carbon path to economic
development, and analysis of industrial restructuring to promote low carbon economic
developme
