文档介绍：Classified Index: F427 : 28 A Dissertation for the Degree of MPA RESEARCH ON THE DEVELOPMENT OF INDUSTRIAL RECYCLING ECONOMY OF XIANGFANG DISTRICT Candidate: Han Lu Supervisor:Prof. Zhang Qingpu Academic Degree Applied for:Master of Public AdministrationSpecialty: Public ManagementAffiliation:XiangFang District Government Development Reform Bureau Date of Defense: June, 2011 Degree-Offering-Institution: Harbin Institute of Technology哈尔滨工业大学公共管理硕士学位论文摘要香坊区是哈尔滨市的老工业城区,是哈尔滨装备制造业的发源地,有着其他区域不可比拟的工业优势。但随着工业经济发展模式日新月异的变化,香坊区工业经济的发展速度渐渐落后于全国其它原有的老工业基地,优势不再。香坊区亟需探求一种能改变其落后的工业发展模式、提高其工业经济整体实力的新的工业经济生产理念和模式。基于此,本文从公共管理的视角,对香坊区工业循环经济发展问题进行了专题研究。本文通过理论与实践的结合,运用文献研究法、SWOT定性分析法、实例与规范的分析方法,从工业循环经济发展研究的概念内涵、概念外延、相关理论等方面对此次研究的相关基础工作做出交待。在此基础上,立足于香坊区工业循环经济发展的基本现状,从香坊区工业循环经济存在的问题、产生的原因、SWOT分析等多个方面,对香坊区工业循环经济整体落后以及工业循环经济体系尚未建立的问题进行了深入的研究与分析,并根据研究分析的结果,提出了在香坊区建立工业循环经济体系的相关对策和建议,并为其设计了适合于香坊区区情的具体发展模式。最后对香坊工业新区和香坊食品医药工业园区这两大生态工业园区进行了工业循环经济的实例分析,证明了香坊区发展工业循环经济的可能性和广阔前景。本文通过对香坊区工业循环经济发展研究这一课题的探讨,给出了作者的相应观点和解决方案,本意就是为了抛砖引玉,希望通过作者在理论与实践相结合的基础上阐述的问题和观点,能够对工业循环经济在香坊区的发展有所参考和实用价值。关键词:工业;循环经济;香坊区- I - 哈尔滨工业大学公共管理硕士学位论文Abstract As the old industrial district and the cradle of equipment manufacturing industry of Harbin, XiangFang District had unparallel industry advantage with other regions. When other old industrial bases in the country achieve the transformation of industrial development mode at an accelerated speed,the industrial development of XinagFang District has fallen behind. The industry of XiangFang District should seek a new industrial economy production concept and model to change its backward and improve the overall strength of industrial economy. Based on that, starting from the angle of public administration ,this paper researches the circular economy development of XiangFang District industry. Combine with the theoryand practices,this paper defined the connotation andthe extension of conception of XiangFang District industrial circular economy development
