摘要
在国民经济中,县一级经济具有重要的特殊地位。从中央到地方,从城市到农村,
县是宏观与微观的结合部,是把中央和省、市的方针政策运用到基层实践的关键环节。
对保定市而言,加快县域经济发展,培植壮大县域经济综合经济实力,是当前和今后一
个时期一项重要而紧迫的战略任务。
改革开放以来,保定市县域经济取得了长足的发展。通过多年努力,县域基础设施
建设不断得到加强,县级财政收入和农民人均收入水平也在逐年提高,农村面貌正在发
生深刻的变化,保定市县域经济已进入重要发展阶段。但同发达地区县域经济相比,保
定县域经济还有较大的差距。主要表现在县域经济规模不大,实力不强,竞争力较弱等。
本论文首先介绍了研究背景和意义,借鉴国内县域经济发展理论的研究成果,对县
域经济的国内外研究现状进行了论述。作者通过对保定市所辖 22 县(市)的研究和数据
分析,并结合保定市县域经济发展现状,保定市县域经济发展的优势和劣势,分析保定
市县域经济发展的制约因素,并且借鉴国内发达省份县域经济发展的成功经验,据此提
出保定市县域经济发展的一系列对策和建议,研究结果对保定市经济发展策略选择以及
政府政策制定有参考价值。

Abstract
In national economy, county-level economies occupy a significant and special position.
Counties are conjuncts of central and local governments, rural and urban areas, and macro and
micro are also important links to implement the guidelines and policies of
central, provincial and municipal governments to the grassroots level. For the city of Baoding,
it is an important and urgent strategic task at present and in near future to speed up the growth
of county economies and promote their overall economic strength.
Since the reform and opening up policy, the county-level economies of Baoding City
have made considerable progress. Through years of development, the county-level
