河北省新农村建设中的合作经济组织发展研究
摘要
改革开放以来,随着社会主义市场经济体制的逐步建立和农村经济的不断发展,千家
万户的小生产与大市场之间的矛盾越来越突出。党的十六届五中全会指出,要坚持把解决
好“三农”问题作为全党工作的重中之重,提出“建设社会主义新农村”是我国现代化进
程中的重大历史任务,是在新的历史条件下解决“三农”问题的重要战略安排。纵观中国
农业的现代化道路选择,其实际上是以农业经营制度的变迁展开的。理论和实践证明,有
效的组织制度,与农业经济整体绩效之间保持着高度的正相关性,高度的农业组织化对增
强农业竞争力有重要意义。而当前农业组织产生的效益功能还不具备,农业组织化程度还
比较低,这与整个中国发展的要求差距较大。因此,需要寻求一种有效的组织模式来提高
当前农业组织化程度,进而提高农业的整体竞争力。
“建设社会主义新农村”政策的提出,正是在新的历史条件下解决问题的一项重要战
略安排,合作经济组织是推进新农村建设的重要主体。基于此认识,本文首先对农业组织
化建立的基本理论进行分析,并介绍了国内外农民合作经济组织的发展概况,在此基础上
构建数量模型对河北省新农村建设中合作经济组织发展的现状进行分析;河北省农民合作
经济组织发展的状态还不尽人意,提高农业组织化水平是新农村建设的重要内容,同时又
为农业组织化的发展和完善指明了方向,在新的历史条件下,围绕新农村建设,探讨如何
实现农业组织的创新。

ABSTRACT
Since The Reform & Opening Up, with the socialist market economic system and the
gradual establishment of the rural economy and the continuous development of small-scale
production of thousands of households and the conflict between the large markets e more
and more. The Fifth Session of the Sixteenth mittee of the CPC pointed out the need
to solve the “three-dimensional rural issues” as the work of the party's top priority, “Building
New Socialist Countryside” in China's modernization process is a major historic task, an
important strategic arrangement to solve the " three-dimensional rural issues " under the new
historical conditions. The Path for the agricultural modernization in China is actually in the form
of changes in anization. Both the theory and practice have proved that an effective
organizational institution has a significantly positive relation to the performance of agricultural
