农村社会养老保险政府责任体系的研究

摘要
建立农村社会养老保险制度是政府的一项责任,构建完善的农村社会养老保
险政府责任体系能有效保障制度的全覆盖。政府从农村实际背景出发主导实施新
型农村社会养老保险制度,形成由个人、政府、集体共同分担责任,农民自愿参
与,中央政府财政全额支付基础养老金,地方政府对农村养老保险制度在基层具
体推进,进行参保、账户管理、基金监督管理等各项经办事项。实施中应明确各
级政府的责任权限,针对农村养老工作开展的实践,衔接好农村养老保险和其他
制度,缩小各地区农民养老保险水平差异,扩大覆盖面,才能更好地推动农村养
老保险这一惠农政策。
通过总结各阶段农村社会养老保险政府责任和各地区实施情况,借鉴国外经
验,建立相关的模型来分析调查问卷,得到政府责任的设定原则和进一步完善的
建议。同时对新旧制度进行了比较,中央政府和地方政府责任的分配。另外,详
述政府在农村社会养老保险中的各项责任。制度供给责任:制度设计责任,中央
和地方政府的制度统筹;立法责任:中央和地方政府规范立法,衔接专门法律和
相关法规,提高适合农村实际的立法层次;经济责任:政府发展农村经济,财政
支持,承担历史债务,基金筹集和投资,公共财政的其他效应;监督管理责任:
中央和地方政府严格管理,行政和社会监督并进,基金监管规范化;其他责任:
政府对农村养老保险制度内外的衔接,行政责任,道德责任等。集中在对农村社
会养老保险政府财政支持责任进行分析,政府财政补贴力度的预测、特殊农村群
体的补贴、削弱农民养老风险的措施、历史债务的分担及养老金的筹集和投资等。
全文共分为五章,对农村社会养老保险政府责任的理论进行详述,构建比较
完善的体系,运用经验总结和比较分析法、主因子分析法、数据测算技术,规范
分析与实证分析相结合,力求能够在实践调查基础上进一步完善政府在农村社会
养老保险中责任。

ABSTRACT
Government's Responsibilities for The New Rural Social Endowment Insurance
System can effectively guarantee the coverage in rural. The government does its best
to implement the new rural social endowment insurance in the background of actual
countrysides. The individual, government and collective village share the
responsibilities together. The central government pays all the basic old-age pension
with the voluntary participation of farmers. The local government promotes the
concrete issues, and supervises the fund accounts. So it’s important to define
different responsibility permissions between the central government and the local
government.
According to the rural condition, the government should link all systems, narrow
the differences of pension insurance, and expand the coverage. Compared to the old
system, all the governmental responsibilities are detailed in the ponent.
