公共财政视角下的地方财政支出结构分析--以云南省为例

财政支出结构是各类财政支出占总支出的比重,其结构优劣不仅反映政府动
员社会资源的程度,更是财政职能能否实现的重要因素。尤其是当前我国财政资
源有限,各类基本公共服务的需求又日益增大,能否以有限的资源尽可能的满足
公共财政目标,很大程度上要依靠一个良好的财政支出结构来予以保证。随着我
国财政体制改革的不断深化,地方财政支出的规模逐步增加,而地方财政支出结
构合理与否,与我国转变政府职能、实现基本公共服务均等化的联系日益紧密。
优化地方财政支出结构已然成为我国财政理论与实践研究的一个热门话题,也将
成为未来一段时期内我国财政改革的重要课题。
本文在充分参考前人对于公共财政、财政职能、财政目标、财政支出结构等
方面理论研究的基础上,确定了本文以公共财政为视角,将基本公共服务的水平
和均衡度作为财政支出目标是否实现、财政职能是否得以发挥的重要评价标准这
一研究思路。与此同时,本文梳理了我国改革开放至今三大阶段的财政支出结构
调整,通过制度分析反应其对财政支出结构的影响,明确我国财政支出结构调整
以实现公共财政的趋势。公共财政目标不仅是我国财政支出结构调整的方向,也
是地方财政支出结构调整的风向标。通过收集我国各省(市、自治区)、云南各
县(市、区)的财政支出数据以及基本公共服务供给数据,本文建立了纵向时间
序列分析、横向地区对比分析、内部结构差异分析的较为全面的财政支出水平分
析体系,以分析云南省财政支出水平;参考十七大要求和基本公共服务的内涵,
选取了反映义务教育、医疗卫生、社保就业、文体传媒、城乡发展、农村改造和
环境保护七项基本公共服务供给的 26 项指标,建立相对基本公共服务供给评价
指标体系和相对基本公共服务供给均衡度评价模型,以此分析云南省财政支出的
效果;并将云南省财政支出水平与财政支出效果相结合进行分析,发现云南省目
前存在财力与支出责任不匹配、公共财政推行缓慢、财政支出决策机制缺乏科学
化、民主化的问题,提出了今后关于地方财政支出结构分析的研究展望。

Abstract
Fiscal expenditure structure is one of total various expenditure, fiscal
expenditure means the structure of the merits of the government to mobilize social
resources not only reflects the degree of financial functions can be achieved but also
is an important factor. In particular, China's current limited financial resources, all
kinds of basic public services and increasing demand, as many as possible with
limited resources can meet the goal of public finances, largely rely on a sound fiscal
expenditure structure that can be guaranteed. With the deepening of financial reform
in China, where the gradual increasing in the size of fiscal expenditure, and local
fiscal expenditure structure is reasonable or not, and the transformation of government
functions in China to achieve the equalization of basic public services closer and
