河北省推动战略性新兴产业发展的财政政策研究

摘要
发展战略性新兴产业对河北省转变经济发展模式具有特殊的重要作用。在当前国
内外纷纷加大财政支持力度、推动战略性新兴产业发展的大背景下,河北产业发展要
实现历史性突破,必须集中一切可用的政府资源,加大政策支持力度,完善整合支持
渠道,综合运用多种政策手段,加快培养和发展战略性新兴产业。
本文首先论述战略性新兴产业内涵、基本特征,培育发展战略性新兴产业相关理
论和政策,其次,介绍河北省产业发展状况以及存在的问题。第三,在梳理整合现有
财政政策的基础上,提出河北省培育发展战略性新兴产业的财政政策体系。第四,在
分析河北产业发展现状的基础上,提出河北省培育发展战略性新兴产业重点方向,明
确了财政支持的重点领域和范围,即重点支持新能源、新材料、生物医药、高端装备
制造、电子信息、节能环保等领域发展。最后,系统总结了现有财政支持政策,明确
了财政支持战略性新兴产业发展的总体思路和基本原则,提出了进一步完善财政支持
政策的思路、措施,突出系统性、整体性和实效性。

Abstract
Abstract
It is of vital inportance to develop strategic new industries for the transformation of
economic development in Hebei Province. With the increase in the financial support to
promote the development of strategic new industries both home and abroad, it is necessary
for the government of Hebei Province to exploit all available resources, to enhance policy
support, to prehensive integration of supporting channels and to peed up the
training and development of strategic new industries so as to achieve a historic
breakthrough in industrial development.
This paper, at first, discusses the strategic content of the emerging industries, the basic
features of fostering the development of emerging industries of strategic theory and policy.
Secondly, it describes development of Hebei Province and the problems. Thirdly, it put
forwards the fiscal policy system of Hebei Province with the integration of existing
financial policies to nurture the development of strategic . Fourthly, it analyzes
Hebei Industrial development, based on the proposed new industries in Hebei Province, by
cultivating and developing key strategic direction, financial support, clear areas of focus and
scope, that key support for new energy, new materials, biomedicine, high-end equipment
manufacturing, electronic information, energy saving and environmental protection sectors.
