我国财政支出对居民消费的影响研究

摘要
改革开放以来,我却始终维
持在一个较低的水平上,成为制约我国经济持续发展的重要因素。因此,长期以来
我作为财政政策的一个重要目标。
本文从消费理论入手,分析了我国财政支出对居民消费的影响机制,并进一步
构建计量模型,实证检验了我国财政支出对居民消费的影响程度,得出了我国财政
支出对于居民消费具有弹性系数约为的正向拉动作用的结论。
本文还针对不同类型财政支出对居民消费影响方式的不同,通过构建向量自回
归(VAR)模型,依次分析了积累性财政支出和转移性财政支出的变化对居民消费的影
响,从而得出两种类型的财政支出对居民消费影响的效率和形式有所不同,其中积
累性财政支出在经过相对较短的滞后期后,能对居民消费产生促进作用但此效果并
不具备持续性,而转移性财政支出对居民消费的促进作用则需要相对较长的滞后期
才得以显现但具有一定的持续性。
基于不同类型财政支出对居民消费的影响方式的不同动态过程,本文提出了在
金融危机的背景下,政府为促进居民消费,选择不同的财政支出政策的相关参考建
议。

Abstract
Since the reform and opening, the economy of China has made a long-term
development, but the level of household consumption has been lower, and es an
important factor that restricts the sustainable economy development. Thus, the Chinese
government always takes the increase of household consumption as one of the important
aims of fiscal policies.
This study analyses the mechanism of how fiscal expenditure affects household
consumption according to the consumption theory, and constructs an econometric model
to empirically verify the effects of the fiscal expenditure on household consumption, and
concludes that fiscal expenditure can pull the residents consumption positively.
In the light of the different impact ways that different types of fiscal expenditure do
on household consumption, this thesis analyses the impacts that the cumulative fiscal
expenditure and the transferable fiscal expenditure have on household consumption via
constructing a VAR model, and concludes that these two types of fiscal expenditure have
different efficiency and forms on promoting household consumption. the cumulative fiscal
expenditure has a sharp pulling effect on household consumption during a short period but
