摘要
随着移动公司业务的升级和扩展,更多的传送网设施建设被列入移动公司的建
设日程当中。众所周之,野外通信设施的建设不可避免的受到各种风险的影响,致
使工程项目进度减缓,甚至于导致工程项目搁浅。如何控制工程项目风险损害最小
化,提高工程施工的效率,是运营商迫切需要解决的问题。而基于智能手机的传送
网风险控制系统,就是针对这一问题而设计开发的。开发理念就是在传统建筑风险
管理的基础上,利用计算机技术和网络技术提升工程项目的风险控制,使工程项目
风险控制信息化、可视化、图形化、智能化和知识化,从而达到风险控制损害最小
化。本文主要是在此基础上对传送网风险控制系统平台的设计与开发进行阐述。
文中首先介绍了传统风险控制的理念,借鉴传统建筑风险管理的知识和经验,
提出了把计算机技术和网络技术运用于工程建设的新理念,也就是利用软件工程的
方法开发基于智能手机的传送网风险控制系统。其次,本文阐述了基于智能手机的
传送网风险控制系统的系统架构和各个模块的设计。然后,本文讲述基于智能手机
的传送网风险控制系统的各个模块的实现和系统的界面实现以及相关技术的实现。
最后对本文做出了总结。

Abstract
With the upgrade and expansion of The munications Corporation, more
of the work facilities to be included in the construction schedule which
pany. We all know , munication field facilities of construction
inevitably subject to various risks, resulting in slow progress of the project, and even led
to the project is shelved. How to control damage to minimize project risk, improve the
efficiency of construction is a problem urgently need to solve for mobile operators. And
The Risk Manage System based on Smart Mobilephone was designed to solve this
problem. The development concept was based on risk management of Traditional
architecture, and used puter technology work technology to improve project
risk control, and made construction project risk control information, visualization,
graphics, intelligence, knowledge, and controlled damage to minimize project risk. This
article mainly explained the design and development of the work risk control
system platform.
Firstly, it introduced the traditional concept of risk manage. On the base of the
knowledge and experience of traditional architecture risk manage, it advanced a new
concept that puter technology work technology in construction, and
method used the software engineering to develop the Risk Manage System based on Sma
