以跨国公司为主体的外商直接投资(FDI),是当今全球经济的一大热点。上世纪九十年代以来,台州市吸收外商直接投资规模日益扩大。近几年,国际金融市场动荡加剧,国际经济环境中不确定不稳定因素明显增多,在此背景下,研究如何利用外商直接投资对促进社会全面发展,缓解就业压力,加快产业升级具有深远意义。本文首先对台州外商直接投资(FDI)、就业的历史数据进行基本的统计分析,阐述外商直接投资对台州就业结构(主要是区域结构、知识结构)影响,继而通过EVIEWs,利用时间序列数据,实证分析FDI对就业产业结构的正负效应。最后,本文针对实证分析的研究结果,结合台州市的实际情况提出相应的对策与建议。

ABSTRACT
Foreign Direct Investment is the economic focus of the whole world. Since 1990s, Taizhou’s utilized FDI amount has been increasing. Nowadays, with the fluctuation of international finance market ing more and more serious, the uncertain factors with China confronted are experiecving, an obviously increase. Under this background, it is important for achieving sustainable development in Taizhou base to study how to improve the economic by utilizing the FDI and to alleviate employment pressure. This paper based on the time series historical data of the FDI of Taizhou and employment structure, where we use the relation analysis. The result conveys that there is evident correlation between FDI of Taizhou and employment structure(mainly about industry structure knowledge structure). According to the empirical test result, combing with the reality of Taizhou, here we propose several relevant solutions and suggestions.

引言
外商直接投资、储蓄和出口并称为推动我国经济发展的“三大马车”。与此同时,国际经济环境中不确定不稳定因素增加,我国理论界和实际部门日益关注“就业”问题。就业问题的严峻性使得越来越多的学者呼吁应把促进就业作为国民经济和社会发展战略的出发点和国家宏观调控的首要目标(胡鞍钢,2000;蔡昉,2003)[1]。
