当前建设社会主义新农村的宏伟目标,是落实科学发展观,统筹城乡经济社会发展,缓和我国经济二元结构矛盾。本文主要从金融支持经济发展的相关理论着手,以浙江省为例,旨在深入研究其城乡统筹中的金融支持。本文主要分为四大部分,首先分析浙江城乡统筹中的金融支持现状,在此基础指出浙江城乡统筹中的金融支持存在的问题,探究问题产生的原因,然后针对原因提出相应的政策与建议,为全国的城乡统筹工作中的金融支持提供相应的经验及借鉴意义。

ABSTRACT
The grand goal of the construction of socialist new countryside is to implement scientific development, oversee urban and rural economic and social development,and alleviate our national dual economy structure contradiction. This article is mainly from the view of the related theory on the financial support to economic development,taking Zhejiang Province for example,which aims to make further research on the financial support to the urban and rural economy. This paper can be mainly divided into four major sections, firstly it analyzes the situation of the financial support to urban and rural economic in Zhejiang,based on this,it points out problems existing in the financial support to the urban and rural areas of zhejiang,then explores the ,for these reasons,it puts forward some corresponding policies and suggestions,providing the nation with some corresponding suggestions on the financial support to urban and rural work.

引言
党十六大指出,统筹城乡经济社会发展,建设现代农业,发展农村经济,增加农民收入,是我国全面建设小康社会的重大任务。而“三农”问题的解决,已成为当前全党工作的重中之重。国内对城乡统筹问题研究是伴随着“三农”问题研究的深化而兴起的。近年来学者们普遍认为,统筹城乡发展是解决“三农”问题的根本途径。统筹城乡发展是一个巨大的工程,而金融支持在这个大工程中起着举足轻重的作用。所谓城乡统筹,就是要把挖掘农业自身潜力与工业反哺农业结合起来,把扩大农村就业与引导农村富余劳动力的有序转移结合起来,把建设社会主义新农村与稳步推进城镇化建设结合起来,加快建立健全以工促农、以城带乡的政策体系和体制机制,形成城乡良性互动的发展格局。统筹城乡发展应分为三个阶段逐步展开:首先,城乡经济一体化,应加大财政对农村的转移支付力度,促进城乡
