近年来我国东部沿海地区土地、劳动力等生产要素价格出现了大幅上升,直接加剧了企业的生产和经营成本。沿海地区原有的依靠价格相对低廉的土地和劳动力等生产要素发展起来的劳动密集型产业,迫切要求转移出去。从西部地区的现状来看,经过这些年的发展,其经济状况也有了很大的改善,承接东部产业转移具备了一定的基础。因此,西部地区承接东部沿海地区的产业转移势在必行。
位于泛珠三角经济区和中国-东盟自由贸易区的结合部的玉林,近几年来承接发达地区产业转移中取得了一定的成绩,但也出现了一些问题。本文首先回顾了国内外有关产业转移的研究文献;其次,介绍了玉林承接发达地区产业转移的概况,分析了玉林市承接发达地区产业转移存在的问题;再次,从玉林的交通、经济规模与产业结构、产业平台、土地存量、人才科技及政府服务六方面分析影响玉林承接发达地区产业转移的因素;最后,针对上述制约因素提出促进玉林承接发达地区产业转移的对策。

ABSTRACT
In recent years, as the labor and other production factors prices of China eastern coastal areas land increased substantially and,the enterprise's production and operating costs increase directly. Rely on the relatively inexpensive land,labor intensive and other production factors, coastal industries urgent requirement of transfer out. After all these years of development,the Western economic situation improved significantly from the situation, has a certain foundation for the eastern industrial transfer. Therefore, what the western region undertake the eastern coastal areas industry transfer is imperative.
In recent years, Yulin which is Located in the Pan-Pearl River Delta Economic Zone and the China - ASEAN Free Trade Area with the Department has made some achievements on the developed areas undertaking the industries transfer. Of course, it have some problems. Firstly, this paper reviews the relevant literature of the domestic and international industrial transfer. Secondly, introduce the profiles of Yulin undertaking the industries transfer of the developed areas, analysis the problems of Yulin undertaking the industries transfer of the developed areas. Thirdly, analysis the influential factors of Yulin undertaking the industries transfer of the developed areas form the Yulin traffic, economic scale and industrial structure, industry platforms, land inventory, human resources technology and government services. Finally, based on the above constraints, give some countermeasures to promote Yulin undertaking the industries transfer of
