摘要:传统农区工业化和新农村建设,需要工业化、城镇化与农业现代化形成互动效应。畜牧业的产业关联性和城乡互补性,使其成为实现上述“三化”并形成互动效应重要的产业支撑。畜牧业已高度市场化和民营化,政府应当加大投入,在做大做强畜牧业上体现政府作为;同时,建议以食品工业为龙头,调整农村产业结构;改造传统农业,大力发展畜牧农业;加强农村人力资源能力建设;等等。

Development Husbandry to Construct New Village of Traditional Agricultural Areas

Abstract: Industrialization, promoting the process of town and city, agriculture modernization are necessary for industrialization of traditional agriculture and construction new village. Husbandry’s relationship with city and town makes the upper three into reality and es an important one. Husbandry trends to be marketable and private, so government should invest greatly and have a great effect on it, at the same time it’s best to put food industry on an important place and adjust industry structure; reconstruct traditional agriculture and develop husbandry agriculture; improve manpower recourses and so on.

1 传统农区工业化和建设新农村需要工业化、城镇化与农业现代化互动效应
地处我国中部内陆的传统农业地区,既是农业资源、生物资源和劳动力资源相对丰富的地区,全国商品粮、加工专用粮和饲料粮生产基地,又是以大宗农产品生产为主体,农村人口比例大、第一产业占GDP比重大、农业收入占财政收入份额较大的地区。在相当长的一个时期,特别是在农业作为经济主导产业的传统农业社会时期,这些地区都曾经具有相当重要的社会、经济历史地位。而在现代工业兴起之后,特别是在市场经济的演进日益加速的
