湖北省外商直接投资和环境质量关系的研究

摘要
国际直接投资对东道国环境的影响越来越受到关注。现在中国实行经济与环境
相协调的可持续发展模式,湖北省在承接东部及珠三角地区产业转移,实施中部崛
起战略的背景下,对外商直接投资和环境质量关系的探索与研究,自然成为这一发
展背景中的重大命题。
本文分别从外资规模,外资来源地,外资所属产业等方面叙述湖北省外商直接
投资的特点,并从经济增长,就业,出口,产业结构调整等方面归纳外资对湖北省
经济社会发展的作用。从湖北“工业三废”排放量,湖北省大气,水质等方面描述湖
北的环境质量,并介绍湖北省在环境保护方面所做的工作,估算湖北省外商投资企
业生产活动引起工业污染排放对湖北省造成的环境污染损失。本为选取 1987-2007
年相关数据,以工业废气排放量作为环境指标,使用软件,利用最小二
乘回归方法将工业废气排放量对湖北省外商直接投资回归,利用协整检验,格兰杰
因果检验对湖北省外商直接投资与环境质量的关系做出实证研究,并分析结果。最
后对湖北省的外商直接投资政策提出了对策建议。
协整检验结果显示湖北省外商直接投资 FDI 和工业废气排放量 WGAS 之间存在
稳定的协整关系,湖北省外商直接投资增加一万美元,工业废气排放量将增加
亿标立方米。格兰杰因果检验结果显示取滞后期为 2 时,在 10%的显著水
平下外商直接投资与工业废气排放量之间存在双向因果关系。

Abstract
The environmental impact of Foreign Direct Investment on the host country has been
gaining more and more attention. Hubei Province is one of the destinations of FDI in the
process of manufacturing industry transformation. The relationship between FDI and
environment e a major topic in the background of sustainable development.
This article described the scale, origin, industry structure of foreign direct investment
in Hubei Province. And it showed the contributions of FDI on Hubei Province's economic
growth, employment, exports and industrial restructuring. The data of "industrial waste"
emissions described the environmental quality of Hubei. The environmental losses caused
by foreign-invested enterprises industrial emission has been estimated. It introduced
environmental protection work done by Hubei Government. The relevant data in
1987-2007 of Hubei has been chosen, industrial wasted gas emissions being the
environmental indicators. The empirical research and analysis of the relationship between
the quality of environment and foreign direct investment has been undergone by using
least-squares regression method, co-integration test and Granger causali
